Help
  • Responsible for the overall planning, direction, coordination, and supervision of contracting personnel within the Branch.
  • As an expert in the procurement and contract management field, advises primary customers and District office personnel in all phases of the acquisition process.
  • Provide technical direction over procurement and contracting activities within Branch.
  • Primarily serves as a Supervisory Contracting Officer with signatory authority to execute both pre-award and post-award contract actions.
  • Supervise, plan, and direct the assigned functions and overall personnel management activities within Branch to include positions and the selection of subordinate employees.
  • Monitor contract administration for contractual compliance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be subject to a one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Must be able to obtain and maintain an unlimited contracting warrant.
  • Career Level III certification in the acquisition field of CONTRACTING must be obtained within 24 months.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) administering contracts in all areas of pre-award and post-award for construction, service, or supply contracts; AND 2) reviewing construction, service, or supply contracts for compliance with regulations; AND 3) prioritizing contracting or procurement actions for an organization to ensure optimal usage of resources; AND 4) advising subordinates on contract or procurement discrepancies to resolve procedural or compliance problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

  • Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
