Duties

Help

Temporary promotion not to exceed two (2) years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.

Position to be filled upon the vacancy of the incumbent.


JOB SUMMARY: The purpose of the position is to serve as the technical expert and project leader for information technology (IT) systems administration. The systems administered involve multiple computers running multiple operating systems. The incumbent is responsible for the planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of all server hardware and software.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Serves as project leader responsible for developing, assigning, and coordinating duties and projects for systems administrators.
  • Develops, modifies, and tests overall system backup and recovery strategies for all systems.
  • Serves as the technical expert and focal point for installation, configuration and testing of hardware and software associated with multiple operating systems and computer platforms.
  • Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs.
  • Analyzes, evaluates, and recommends hardware/software changes to various computer systems.

Qualifications

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

  • Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.
  • Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.
  • Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.
  • Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of a variety of operating systems (i.e., Windows NT, Windows 2000, Windows XP, Unix, etc.) on desktop and server assets in order to administer user accounts and perform backup operations.
  • Knowledge of project management techniques and tools sufficient to provide expert guidance on the implementation of emerging technologies to diverse dispersed locations throughout the state.
  • Ability to lead team members who are assigned to one or more locations in the state.
  • Knowledge of, and skill in applying the principles and methods for planning, updating, and integrating information system components, including software, controlling future releases, and documenting information and physical characteristics of an information system or product.
  • Skill in troubleshooting problems in the data center and implementing changes on multifaceted and interdependent computer platforms.
  • Skill in programming sufficient to modify application code, devise software patches or workarounds, document problems and advise the responsible vendor or other outside party on support issues.
  • Skill in analyzing requests for new and modified applications with expert ability in system design, programming, hardware selection and adapting commercially available software.
  • Knowledge of and skill in applying storage management practices and assignment of resources and file management techniques.
  • Skill in using performance tuning tools and techniques to optimize systems functionality in order to meet installation systems requirements.
  • Knowledge of the techniques and practices to implement fault tolerance on a diverse number of complex systems and applications in order to optimize functionality and service to the customer base.
  • Knowledge of system diagnostic tools and structured techniques for the recovery of failed systems and data access.
  • Knowledge of analysis and design techniques to develop system software modifications, systems administration policy and procedures for use across the organization.
  • Knowledge of overall system architecture along with the systems being administered to integrate information systems components in order to install and maintain software and hardware configurations.
  • Knowledge of state-of-art system software technology and related computer equipment to perform studies and evaluate whether changes in the system would be advisable.
  • Knowledge of a wide range of IT standards, principles, concepts, methods, policies, and authorized approaches.
  • Knowledge of agency applications, operating systems and components, protocols, and the hardware and software used throughout the state in order to conduct system administration functions.
  • Knowledge of agency security principles and methods.

COMPATIBLE MILITARY ASSIGNMENT: For temporary promotions, the MOS and unit remains with the permanent position from which temporarily promoted. However, rank requirement must be met to avoid grade inversion. ???????

UNIT OF ASSIGNMENT: Any unit within the state

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

CONDITION OF EMPLOYMENT: This position is covered under the Information Assurance Workforce Improvement Program and requires Information Assurance (IA) Management Level II Certification. IA Baseline Certification is required within 9 months of assignment to the position. Employee will be required to maintain certification status and complete continuous education or sustainment training as required by certification. Failure to receive the proper IA certification may results in removal from this position.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
