Duties

  • Performs other duties as assigned.
  • Plans work to be accomplished by the division engaged in technical and administrative work. Sets priorities and prepares schedules for completion of work.
  • Assigns work to subordinate units based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees.
  • Reviews, accepts, amends, or rejects work. Provides advice, counsel, or instruction to supervisors and subordinate employees on both general policy and administrative matters.
  • Makes decisions on work problems presented by subordinates. Hears and resolves group grievances and serious employee complaints.
  • Responsible for division activities which based on unit mission and equipment may include theater level Air Operations program support functional areas; Combat Operations, Combat Plans, and Training/Evaluation, Weapons and Tactics, and Scheduling.
  • Develops long-range training and deployment plans for the division to meet training goals, higher headquarters inspection schedules and overseas deployment requirements established by unit senior leadership.
  • Coordinates required planning and resources with other units and higher headquarters to support and implement the training and deployment plan.
  • Responsible for senior level Division coordination, planning and execution of Distributed Mission and Reachback operations.
  • Serves as the division representative on the Commander's Financial Management Board.
  • Develops and directs the force level weapons system implementation program in coordination with higher headquarters to meet approved employment concepts.
  • Oversees training of all assigned/attached AOC positionally assigned battle rostered personnel.
  • Monitors the implementation of an effective division safety program for all operations and related ground activities.
  • Develops division policy for flight management personnel to ensure effective and efficient administrative control of all flight documentation and individual flight records.
  • Exercises responsibility for the interpretation, coordination, and conduct of planning and execution for Master Air Attack Planning (MAAP); operational plan (OPLAN) and air operations order (OPORD) development.
  • Exercises responsibility for the interpretation, coordination, and conduct of planning and execution for Air Tasking Order (ATO) generation and distribution; long range/deliberate/crisis action planning; and airspace command and control (C2).
  • Exercises responsibility for the interpretation, coordination, and conduct of planning and execution for defensive operations; offensive operations data link operations; dynamic targeting; ATO re-planning; reports and weather operations.
  • Exercises responsibility for the interpretation, coordination, conduct of planning and execution for all aspects of the Air Mobility Division to include: airlift; air refueling; medical evacuation, and logistic movement of personnel and material.

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Under a temporary appointment, employment is subject to termination at any time.
  • This position can be filled up to four years as long as funds are available to support it.
  • In the event a permanent (Tenure 1 or 2) or indefinite (Tenure 3) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent or indefinite status.

  • This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).

Maximum Military Grade - Lt Col (O-5)

Minimum Military Grade - 1st Lt (O-2)

GENERAL EXPERIENCE: Must possess experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.

GS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates your ability to monitor and oversee the planning, organization and supervision of unit programs required in the training and employment of the force level Air and Space Operations Center (AOC) weapons systems. The specialized experience must include mastery level knowledge of air campaign strategy, combat plans, and combat operations; working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of sister services, North Atlantic Treaty Organization (NATO) nations, and other coalition partners; and ability to sustain the development and execution of a daily Air Tasking Order.

SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
