This announcement provides a reassignment/promotion opportunity to a Criminal Investigator (Lead Contract Fraud SME), Specialist Band, for the Contract Fraud Investigations Division (CFID).

NOTE - Arlington, VA location is noted as a place holder only, actual location to be determined based upon selectee.

Responsibilities

The position is advertised at the Specialist Band level, and the salary range is $106,382 -$138,296. Locality Pay is authorized, and compensation includes Law Enforcement Availability Pay (LEAP) under the 1811 Series. The job also provides coverage as a primary position under law enforcement retirement.

The promotion to the Specialist Band under this announcement is temporary and limited to this particular Lead position in Contract Fraud Investigations Division. The selected candidate will be required to sign a Memorandum of Understanding (MOU) regarding the temporary nature of this appointment. This temporary appointment is not to exceed 48 months (4 years) and can be terminated at any time at management's discretion. All salary calculations (PES, COLA, etc.) will be based on the permanent journey band position salary. If the selectee is reassigned, voluntary or involuntary, to a position outside of the Contract Fraud Investigations Division, the selectee will be returned to his/her previous position (at previous pay and grade), or a different position of equivalent pay and grade as his/her previous position, upon termination of the temporary promotion. The return to previous pay and grade is not an adverse action and is not subject to appeal procedures.

The successful candidate must be highly motivated, exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal investigations.

  • Plans, conducts, and/or coordinates criminal, civil, and administrative investigations relating to alleged or suspected violations of Federal laws committed by or against Postal Service personnel or Postal Service contractors.
  • Prepares, issues and/or reviews reports of investigative activity and summaries of recommendations and findings.
  • Conducts investigations using various techniques such as surveillance, interviewing and interrogating, examining files and records, obtaining physical and documentary evidence and undercover assignments.
  • Applies for and serves warrants for arrests, searches and seizures as appropriate and provided by law.
  • Prepares, requests and/or reviews/approves requests for subpoenas, consensual monitoring, and other requests requiring higher authority.
  • Skilled in using systemic and analytical processes in problem solving, making decisions, assuring success of planned activities, and evaluating results.
Relocation expenses will not be paid.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Current USPS-OIG 1811 employees only, other applicants will not receive consideration. Selectee will be assigned to his/her current duty station location.
  • At least five years of professional federal law enforcement experience.
  • Demonstrated experience planning, conducting and leading complex Contract and Procurement Fraud investigations.
  • Have received at least a met expectations performance rating on fiscal year 2023 and 2024 performance appraisals. If a performance appraisal is not available, you must submit a written statement stating the reason it is not available.

DESIRABLE QUALIFICATIONS
  • Advanced academic degree
  • Knowledge of Postal Service structure, processes, operations, etc.
  • Experience planning and conducting antitrust investigations

EVALUATION FACTORS

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below:
  1. Ability to define problems, analyze alternatives, and recommend solutions to complex contract fraud/procurement investigations.
  2. Demonstrated ability to proactively find and initiate contract fraud cases and recognize indicators of procurement fraud schemes.
  3. Experience mentoring and/or assisting other agents with contract fraud investigations.
  4. Ability to develop policy, procedures and best practices, for the contract fraud program.
  5. Ability to develop, plan, and conduct internal contract fraud training; prepare and execute meetings and present, including oral presentations, in support of the contract fraud program mission.
  6. Demonstrated ability to liaison and form working relationships with internal and external agencies and personnel to further advance and improve the contract fraud program.
You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
