JOB SUMMARY: The primary purpose of this position is to oversee scheduling of Army National Guard programming and major/minor construction and maintenance projects. Additionally, this position administers the state's ARNG environmental and energy programs and supervises one or two employees.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Receives, verifies and coordinates approval of all initial ARNG requests for construction and maintenance/repair projects.
  • Provides guidance on the development of facilities operations and maintenance methods, standards and techniques.
  • Investigates construction and maintenance requests to determine propriety.
  • Coordinates preparation of architectual and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state.
  • Implements the Army Energy Program, Energy Savings, and Energy Conservation Investment Program.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following:

GS-09 REQUIRES 24 MONTHS:

  • Experience, education or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to: design projects that have applicable precedents or plan approaches to perform assignments using well established occupational methods, techniques, processes, and precedents.
GS-11 REQUIRES 36 MONTHS:
  • Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan.
  • Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems.
  • Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to gather and organize data from various sources.
  • Knowledge of estimating and contracting procedures.
  • Skills in dealing with representatives from other agencies, contractors and suppliers in the private sector.
  • Ability to communicate effectively both orally and in writing.
  • Ability to assign responsibilities and delegate authority.
  • Ability to evaluate operations and isolate areas for improvement.
  • Ability to gather and organize various data, distinguish priorities, and plan further contingencies.
  • Knowledge of established policies, procedures, and regulations regarding fire prevention, security and safety programs.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Application): Warrant: WO1 through CW2; Enlisted: E-7 through E-9
UNIT OF ASSIGNMENT: Any unit within the state

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
