Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime.

This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10).

In this position, you will serve as a Supervisory Trade Investigator (Branch Chief) within the U.S. Department of Homeland Security, U.S. Customs and Border Protection, Office of Trade, Operations Directorate, Trade Investigations Division. You are responsible for independently overseeing, planning, conducting, and documenting investigative activity involving civil and administrative investigations subject to CBP's Priority Trade Issues (PTIs).

Typical duties include:

  • Developing and coordinate coordinating work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the CBP supervisor advises their superior of significant issues and problems related to work accomplishments.
  • Managing the development of facts and evidence; information and intelligence gathering; sworn statement, interviews, complex written analytical and research reports and investigative narratives regarding OT investigations and initiatives.
  • Managing the utilization of CBP law enforcement systems (e.g., TECS, Automated Targeting System (ATS)-Import Cargo, Cargo Trend Analysis (CTA)) and current automated systems of record (e.g., Automated Commercial Environment (ACE)) for investigative purposes associated to revenue losses (e.g., antidumping, and countervailing duties, liquidated damages, penalties, and bonds).
  • Managing importer and broker visits to carry out specific investigative compliance for potential enforcement actions. Reviews Reviewing complex allegation submissions (e.g., Antidumping and Countervailing Duty (AD/CVD) evasion, other PTI related issues, etc.), and coordinate investigations.
  • Managing engagements, briefings, seminars, and training sessions with to internal and external partners to explain detailed results of complex trade investigations, special enforcement operations, and interpretation of intelligence and trend analysis.

This vacancy has a local commuting area requirement, as defined below:

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Developing and coordinating work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the agency supervisor advises their superior of significant issues and problems related to work accomplishments.
  • Managing importer and broker visits to carry out specific investigative compliance for potential enforcement actions and reviewing complex allegation submissions (e.g., Antidumping and Countervailing Duty (AD/CVD) evasion, other PTI related issues, etc.), and coordinating investigations; managing civil trade investigations engagements with partner government agencies (PGAs), foreign governments, and the trade industry.
  • Developing detailed briefings, seminars, and training sessions to internal and external partners to explain detailed results of complex trade investigations, special enforcement operations, and interpretation of intelligence and trend analysis; and making recommendations to management regarding investigative methods projects.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/16/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Passport: May be required to obtain a passport for international travel.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
