Works in the Directorate of Programs, serving as a program liaison between the contracting officer and the program manager. As the liaison, coordinates the development of the requirements and ensures compliance and oversight of project execution for modernization efforts that may consist of new construction, renovations, and improvements. Manages project execution in close coordination with AFSVC/Program Office, AFSVC/VMX, Contracting Officer, Installation Activity Managers, AFCEC, and Base Civil Engineering. Develops and monitors master and detailed project schedules; develops and monitors master and detailed budgets for construction, design services, construction management services, other support services, and collateral equipment. Prepares purchase requests and independent government estimates for construction, renovation, contract modifications, task orders and delivery orders. Advises Contracting Officer and Program Manager of significant actions or problems and seeks resolution. Works closely with contracting officers to ensure procurement integrity and separation of functions between Project Management and Contracting. Identifies requirements and assists with the negotiation for procurement of contract architect/engineer (A/E) and construction oversight and other professional consultant services for assigned projects. Assures compliance with contractual requirements related to the scope of services, schedule, budgeting and performance time requirements. Provides certification for receipt of construction payments, A/E payments and validates contractor submitted change orders. Oversees the development and maintenance of project files and records, ensuring that project activities are adequately documented and that files are well maintained and organized. Reviews technical planning documents, project documentation and project status reports. Disseminates critical information to decision-makers, higher headquarters personnel and project team members.

Qualifying Experience:
Experience with project management is required. Experience recognizing and analyzing issues, conducting research, summarizing results, providing alternatives, and making appropriate decisions or recommendations toward goal accomplishment. Experience leading, planning, organizing, mentoring, and directing functions and adjusting work operations to meet program requirements and objectives within available resources.
Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1- Familiarity with the organization, structure and operating methods of the Air Force Services MWR activity and the policy structure within which it operates.
2-The completion of a baccalaureate degree from an accredited college or university is desired.
