Duties

Help

As a Materials Examiner and Identifier, you will perform the full range of examining and identifying duties for the most complex categories of materiel and equipment, including electronic, mechanical, perishable, radioactive, and assemblies and components. Receive or reject materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on their knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects. Determine acceptance, serviceability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components. Pack, cushion, apply preservatives and protect property as appropriate; ensures packaging meets regulatory requirements. May serve as a member of the USPFO Emergency Response Team. Ensure the required actions are taken to contain and clean up spills within assigned work area. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

APPOINTMENT STATUS: EXCEPTED
This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AOC 1: NG Employees at USPFO Supply and Services Division
AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Resource Management, and DPI)
AOC 3: NG Employees of the Pennsylvania National Guard
AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel)

Military Grades:
ENLSITED: E1 - E6

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.


SPECIALIZED EXPERIENCE: Experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.

Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
