Essential Duties:

  1. Responsible for the maintenance, repair, modification and preventive maintenance of the entire electrical distribution systems for the medical center and the five (5) CBOCs. This includes, but is not limited to, the main sub-station, primary feeders, secondary feeders, branch wiring, switchgear equipment, primary and secondary disconnects, circuit breakers, protective relays, transformers, a variety of controls, all emergency and electrical generation systems including related components, interior and exterior lighting maintenance, repair, modification and preventive maintenance of all elevators, conveyors, automatic doors, trash and linen chutes and intrusion alarm systems.
  2. Directs, plans, lays-out and supervises work of regularly assigned employees through providing general instructions, standard procedures, overall priorities and policies.
  3. Responsible for contacting various types of vendors and writing scopes of work to ensure projects are completed properly.
  4. Inspects work performed by his or her subordinates and assists with inspections of outside contract work. As the Contracting Officers Representative (COR), plans projects and writes statement of work for all contracted work pertaining to electrical requirements.
  5. Establishes work priorities and deadlines for maintenance or projects based on general work schedules, methods and policies established at higher staff levels.
  6. Responsible for planning comprehensive programs for the maintenance, repair and preventive maintenance of all underground, aboveground, interior and exterior electrical distribution and lighting systems.
  7. Organize and direct all assigned resources, determine maintenance requirements, forecast material and manpower requirements and schedule shutdowns for minimum inconvenience of patients and staff.
  8. Plans all funding requirements for the shop and justifies budget requests and controls all expenditures throughout the planning cycle to ensure an efficient operation.
  9. Organizes and directs all assigned resources, determines operating and maintenance requirements, forecasts electrical supplies, materials and manpower requirements, schedules any equipment shutdown for minimum interference of medical staff and patients, plans alterations and improvements to equipment which are in line with management goals and objectives. The incumbent recommends changes to schedules, priorities, and work sequences as needed and makes applicable deviations in procedures or redirect resources under his or her control to overcome unexpected problems that occur.
  10. Assigns tasks to be performed, explains work requirements, methods, and procedures, provides advice, instructs and trains subordinates. He or she observes work in progress and adjusts plans, assignments, and methods as necessary to resolve problems and accomplish work as effectively and economically as feasible to meet schedules.
  11. Responsible for organizing subordinates to properly perform productive work in their area of responsibility and is responsible for the execution of repairs, modifications and preventive maintenance work from established guidelines.
  12. Assists subordinates in repair and maintenance of equipment when necessary and coordinates the work of the Electric Shop with other shop supervisors/M&O Supervisor and section chiefs to maintain a good efficient working relationship with all other sections in the medical center.
  13. Responsible for a full range of administrative duties including funds control, recordkeeping, supervisory personnel practices, preparation of memoranda, interoffice communications, engineering reports, surveys, and internal work control audits.
  14. Develops performance standards, performs formal and informal performance appraisals, and counsels employees on performance. Responds to formal and informal complaints, labor-management relations, incentive awards programs, and counsels' subordinates. Investigates and responds to EEO matters, grievances, and complaints, resolving them informally, initiating disciplinary actions as needed.
  15. Identifies employees training needs and initiates recommendations to provide necessary training and initiates recommendations for hiring, promotions, work performance probation plans, reassignment and recognition of outstanding performance of his or her subordinates.
  16. Ensures that all regulations, requirements and deficiencies are adhered to and corrected as identified by the following criteria: TJC, NEC, OSHA, VA regulations and requirements, local building codes and ordinances that affect general construction programs, maintenance programs, employee health and training, etc.

Physical Requirements: Heavy lifting and carrying (45 pounds and over), pulling, pushing and reaching above shoulders. Walking, standing, stooping, kneeling and repeated bending and climbing is required.
