Duties

Help

-Reviews incoming request for classification and personnel actions through the use of an automated personnel system.

-Coordinates personnel actions with the appropriate Human Resources Specialist, as necessary.

- Performs position classification and position management duties of positions covered by the State.

-Advises on classification impact when changing or creating duty assignments.

-Performs quality reviews of information maintained and final products to ensure correctness of data on all documents to include automated personnel systems.

-Conducts periodic reviews of PD in assigned area to ensure compliance with the OPM, NGB, and State requirements.

CONDITIONS OF EMPLOYMENT & NOTES:

  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May be subject to furlough actions.
  • Acceptance of a Federal position may terminate Tricare Tricareeligibility

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
