Duties

Help
  • Provide program management oversight of Contract Administration Services (CAS) for Foreign Direct Commercial Sale (DCS) contracts.
  • Serve as overall country manager for an assigned group of country customers.
  • Explain CAS/DCS requirements to U.S. contractors, DoD personnel, and representatives of foreign governments and international organizations.
  • Conduct continuing review, analysis and evaluation of DoD and DCMA, and where applicable, North Atlantic Treaty Organization (NATO) policies and implementing directives.
  • Prepare and issue Letters of Offer and Acceptance (LOAs) in accordance with Security Assistance Management Manual.

Qualifications

To qualify for an International Contract Services Manager (Quality Assurance), your resume and supporting documents must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13, level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Arranging quality assurance, contract administration and/or audit services (CAS) for foreign governments and international organizations contracting commercially with U.S. defense contractors.
  • Determining foreign government or international organization eligibility to receive U.S. Government Security Assistance.
  • Administering commercial contracts on behalf of foreign governments and international organizations in order to be able to recommend and implement changes to existing policy and guidance.
  • Leading, implementing and managing FMS cases.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
