Summary

The incumbent of this position will ensure data reliability across multiple Field Operations (FO) data systems to support the timely and accurate provision of extracted information to the Managing Director on a regular basis. This data and analysis supports the administration of the Voluntary Transfer (VolTran) System, FO's quality assurance and strategic planning programs, and accurate and timely responses to Union and Executive Committee inquiries.

Help

This position is located in the Government Accountability Office (GAO), Chief Administrative Officer (CAO), Field Operations (FO) Unit. FO provides leadership, services, and assistance to GAO staff and mission teams in the field offices and throughout GAO. Major duties of this position include the following.

  • Develops and/or maintains and provides quality assurance over various data systems that are used for tracking Field Operations administrative processes, space management, field staffing, and the Voluntary Transfer System.
  • Serves as an assistant project lead on ad-hoc analytic assignments to review segments of operations and provides analytical assistance to other Field Operations staff on processes, projects, and programs and as a lead on certain task teams.
  • Collaborates with a variety of staff at all levels throughout the agency to gather and analyze information, make recommendations, share information and coordinate work, and implement projects that improve efficiency and effectiveness.
  • Prepares and presents results of analyses and recommendations about Field Operations initiatives utilizing various methods, both written and oral, to communicate with staff at all levels.
  • Assesses and develops policies and/or procedures for Field Operations in coordination with agency Human Capital partners to ensure all personnel actions affecting agency staff approved to relocate through the Voluntary Transfer Program are initiated, processed, completed and reflected in all applicable systems based on approval and requested affective date.
  • Performs other duties as assigned.

Qualifications

Applicants can qualify for this position through education and/or experience. If qualifying based on education, transcripts are required.

To qualify for this position, you must meet one of the following:

Possess a bachelor's degree with Superior Academic Achievement. S.A.A. is based on (1) class standing in the upper one-third of graduating class, or (2) a grade-point average of 3.0 or better out of a possible 4.0, or (3) national honor society membership.
OR
Have completed 1 full academic year of graduate level education that has equipped you to perform the duties of the position.
OR
Have a combination of specialized experience and graduate level education which together meet the specialized experience requirement as stated in this announcement.
OR
Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the AC-I or GS-5 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience applying data management and analytics for a variety of GAO-wide business processes, human capital (HC) management, customer service and serving as liaison for managers between various units.

NOTE: Positions in GAO are covered under the agency's performance-based compensation system, which is pay banded. This position is classified as a PT-0343, Band I, which is equivalent to the GS-7 through GS-11 levels in the federal government.

This position is part of GAO's Professional Development Program for Operations Staff (PDP-OPS). PT-I Operations staff begin their careers by participating in a two-year developmental program. The PDP-OPS experience includes a combination of on-the-job and classroom training, regular feedback and coaching, and exposure to different projects, issues, and management styles. You will be placed with various projects and assignments that provide you with a range of developmental opportunities. Throughout the program, advisers will track participants' progress. PDP-Operations participants undergo progress reviews every six months and receive a pay adjustment based on their performance.

Every 6 months during the developmental program, a Performance Review Group (PRG) session will be held to evaluate your performance and determine whether you will receive a pay increase. To qualify for a pay increase, you cannot have received any unacceptable performance ratings.
