Help

As a Senior Marine Accident Investigator (Human Performance), GS-1801-14, you will perform the following major duties:

  • As Group Chairman, leads and manages assigned group (comprised of experts from Federal, State and local regulatory agencies, union officials, vessel representatives. manufacturers, professional organizations, and other participating agencies. including experts in human performance, human factors and other fields) during the on-scene phase of major marine accident casualties under the direction of the Investigator-In-Charge (IIC).
  • Manages resources related to the investigation in accordance with applicable Board Orders, Operations Bulletins, and policies. Assures adequate coverage and documentation of all pertinent evidence in the assigned specialty area.
  • Oversees group personnel, providing authoritative advice and guidance: assigns tasks to group members; identifies and assesses the significance of human performance aspects of the investigation.
  • Assigns tasks to group members; identifies and assesses the significance of human performance aspects of the investigation; participates in the identification and selection of safety issues: and plans, develops and initiates the investigative procedures, the evidence to be preserved, etc.
  • Keeps IIC and other appropriate managers informed of the progress and developments of Group activities.
  • Investigates, collects and records factual accident data. Interviews witnesses. takes sworn testimony when deemed necessary, issues subpoenas, collects physical evidence, and arranges for testing and/or examination of physical evidence, machinery and/or equipment.

Qualifications

GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as:

Understanding of the principles, methods, and tools used to identify and apply information about human behavior, abilities, limitations, and other characteristics to the design of tools, machines, systems, tasks, jobs and environments for effective human use in the maritime industry.

Writing factual and analytical reports.

Conducting and participating in investigations or projects concerning human performance aspects of marine accidents.
