Duties

Help
  • You will serve as a Security Control Assessor/Assessment and Authorization SME collaborating on all RMF efforts designed to ensure, protect, and restore IT systems, services, and capabilities.
  • You will apply knowledge of computer networking concepts and protocols, and network security methodologies to monitor and evaluate a system's compliance with information technology (IT) security, resilience, and dependability requirements.
  • You will serve as an Information Systems Security Officer (ISSO) reporting to the Regional Information Systems Security Manager (ISSM) in the execution of the command's Cybersecurity Program.
  • You will collect, analyze and process artifacts for inclusion in accreditation packages and provide deliverables to internal and external customers on accreditation related matters.
  • You will apply knowledge of cybersecurity principles to manage risks related to the use, processing, storage, and transmission of information or data.
  • You will monitor and evaluate systems compliance with IT security requirements.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.

  • This is a Cyberspace Workforce position, work role code 612/722, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.

You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to your experience demonstrating the four competencies above, you must have one year of qualifying experience in the federal service or equivalent experience in the private or public sector demonstrating the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Success in the positions entails experience developing and implementing Information Technology cyber security procedures, regulations and policies for the administration or operation of system networks to ensure accreditation and compliance in accordance with established guidelines (e.g. Risk Management Framework), and experience applying DOD and agency policies, procedures, regulations, directives and requirements related to information security with the requisite mastery of skills pertaining to information systems security.

This position is within the Work Category Technician & Administrative Support at Work Level III, Series and Grade GG-11.

Education

In lieu of qualifying experience listed in the Qualifications section, applicants may qualify based on education OR equivalent combination of experience and education, as follows:

You have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

You have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Additional Information Continued:

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
