Duties

Help

As a Supervisory Aircraft Pilot, GS-2181-14, you will manage and direct the activities and functions in support of the state mission which includes flight operations; proficiency training of aviators and crewmembers; aviation safety; and the organizational, direct support, and limited general support maintenance of all assigned aircraft. Plan work to be accomplished by the organization, engage in substantive work and additional wage grade employees. Oversee the training operations of assigned or attached aircrew members through a subordinate supervisor. Manage and direct the standardization, currency, proficiency, safety operations, logistics and maintenance programs of the facility. Oversee the aviation maintenance functions through a subordinate Supervisory Aircraft Maintenance Test Pilot and ensure maintenance of assigned and supported aircraft in accordance with established procedures. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one-year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.

SPECIALIZED EXPERIENCE: Application must indicate in their resume and any other supporting documentation provided must clearly substantiate you currently possess 36 months of specialized experience. Experience in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, Air National Guard Operations Groups. Experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Although a variety of piloting administrative tasks are performed in support of an Air National Guard aviation program, the required competence for this grade includes the abilities to train and instruct others in the piloting of a specified main-frame military aircraft. Experience in reading and applying mission tasks, intelligence reports, and weather information. Supervising and conducting mission planning, mission preparations, filing flight plans, and conducting crew briefings. Aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Operating aircraft controls and equipment. Performing and supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; and, surveillance and reconnaissance missions. Conducting and supervising crew member training on simple to complex mission specific tasks. Developing plans and policies, monitoring operations, and briefing commanders. Experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Planning and preparing for missions; and, experienced in piloting and instructing others in piloting specific air-frame/military aircraft.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.

Education

- Must have an undergraduate degree from an accredited college/university. Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

-Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs or must have aviation certifications from accredited military aviation schools.

Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
