II. MAJOR DUTIES AND RESPONSIBILITIES:
The Application and Database Manager is accountable to Business and Technology Management for end-to-end application scoping, planning, implementation and post­implementation maintenance and support. The incumbent oversees formal performance testing process and helps manage the relationship with internal and external services vendors to ensure superior service delivery for all application core technologies.
The successful candidate will have a strong technical background around application and data management, data high-availability, and data tuning with a critical eye towards performance and uptime requirements.

Primary responsibilities include:

  • Provides tier-3 level database and applications support for the Region NAF IT Manager and team.
  • Manages, configures, maintains and provides customer support for the applications maintained by the NAF Information Technology (IT) department in support of Fleet & Family Readiness Programs.
  • Coaches and mentors, sharing knowledge to aid other employees in their development.
  • Monitors application and database environments and performs maintenance to sustain peak performance.
  • Supports production databases (monitoring. tuning, problem analysis and resolution).
  • Resolves application and database performance issues, database capacity issues, replication, and other distributed data issues.
  • Administers, maintains and implements policies and procedures for ensuring the security and integrity of the organization's databases.
  • Maintains strong interpersonal interaction within Systems to provide value to requests for information.
  • Makes recommendations on application and database products, services, and standards in support of procurement and development efforts.
  • Enters work orders as requested and maintains detailed record of all tasks accomplished towards completion of the work order.

Secondary Responsibilities Include:

  • Assists in management of database instances and provides effective transition services between development, test and production environments via database cloning, using import/export utilities.
  • Coordinates and directs the work of lower-level technicians and administrators when necessary for work accomplishment.
  • This position is required to provide occasional weekend and after-hours on-call support.
  • Perform other duties as assigned.

Qualifications

The successful candidate will have a strong technical background around application and data management, data high-availability, and data tuning with a critical eye towards performance and uptime requirements.
  • 2+ years' experience in maintaining Point-of-Sale and E-Commerce systems.
  • 2+ years of hands-on experience with standard concepts, practices, and procedures with database management and troubleshooting.
  • 3+ years' experience in Windows, basic network troubleshooting, Microsoft 365 (Office), and facilitating end-user trainings.
  • Experience with RecTrac, WebTrac, Revel, Visionline, Citrix, and QubicaAMF Conqueror a plus.
  • Solid understanding of relational database concepts, with a passion for detail.
  • The incumbent must become familiar and knowledgeable with ServiceNow IT Service Management system. Enter work orders as requested and maintain detailed record of all tasks accomplished towards completion of the work order.
  • Possess the ability to deal directly with managers, staff and patrons in a cooperative and courteous manner.
  • Skill in performing multiple tasks with several steps using judgment in sequencing the steps.
  • Employee must obtain and maintain the required certification(s) in accordance with DOD 8140: 421 - Intermediate.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
