Duties

Help
  • You will direct all operational, technical, and administrative aspects for the department.
  • You will research and analyze the effects of emerging technologies on Navy Accessions Supply Chain, with a goal of increasing efficiencies and reducing transaction cost.
  • You will apply capital planning principles and methods to prepare investment plans to support short and long-range information technology requirements.
  • You will develop business case to support command IT initiative and champion them with internal and external stakeholders.
  • You will communicate Navy Recruiting Command's strategic, operational, and tactical plans with inter/intra-agencies Information Tecnology organizations (OSD, OPNAV, BUPERS, NETWARCOM, DISA, MEPCOM, and other services recruiting organizations).
  • You will perform studies and analysis to improve Navy Recruiting Command's systems and business processes.
  • You will direct and coordinate efforts through a highly technical and administrative staff to achieve command-wide planned computer projects and programs.
  • You will analyze various telecommunications software packages to effectively move data through the complex networks of computers.
  • You will seek out new methods and measurement tools to provide software developers the means to increase their output and improve their products.
  • You will evaluate vendor's technical and cost proposals and solicitations to select the best solution to mission processing requirements.
  • You will establish and maintain a wide range of personal contacts within and outside Navy Recruiting Command with key management officials, other military services and private industry.
  • You will plan, coordinate, direct, and monitor the work of 12 civilians (GS 7 -GS13) and 30 military (E5-O5) personnel and oversee contract work performed by 80 local and filed contractor personnel.
  • You will consult with staff through subordinate supervisors to keep abreast of progress and renders guidance and assistance on problems referred for action/ attention.
  • You will develop performance plans and rate employees, interview candidates for subordinate positions, take disciplinary measures as required, and identify developmental and training needs of employees.
  • You will constantly appraise the operations of the department for effectiveness, quality, or performance and progress in meeting program objectives.
  • You will serve on the command's senior civilian advisory board, civilian and military awards and disciplinary review boards.
  • You will ensure development of organizational work plans, short and long-range schedules, priorities, work assignments, and position structure to effectively, efficiently and economically carry out the work of the department.

  • You must participate in a continuous learning (CL) program as described in SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related CL must be documented in a current individual development plan.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Executing information technology projects from initiation to sustainment to fulfill established requirements; 2) Conducting periodic performance assessments to ensure that information technology activities, processes, or components are achieving desired results; 3) Planning, distributing, coordinating, and monitoring work assignments of others while evaluating work performance and providing feedback on their performance; 4) Ensuring that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner; and 5) Monitoring, developing, and implementing strategy and plans for utilization, tracking, and management of information resources (such as personnel, equipment, funds, and Information Technology) to enable organizational and enterprise missions. Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
