You will serve as a Field Operations Supervisor for the Small Business Administration (SBA), Field Operations Center West - FOCW in Citrus Heights, California. This position assists in the management of the Field Operations Department and the field delivery of the disaster loan program to homeowners, renters, businesses of all sizes, and private, non-profit organizations at disaster sites.

As a Field Operations Supervisor at the GS-0301-13, some of your typical work assignments may include:

  • Plan, manage, coordinate, and evaluate all aspects of disaster field operations.
  • Oversee the establishment and operations of Disaster Recovery Centers (DRCs), Disaster Loan Outreach Centers (DLOCs), and Business Recovery Centers (BRCs) and program delivery services in remote offices at or near disaster sites.
  • Coordinate with the Federal Emergency Management Agency (FEMA), other Federal agencies and state and local government agencies in the planning for and delivery of disaster field services.
  • Develop and provide training to all field operations staff, including surge employees used periodically to support disaster operations and temporary employees hired to meet specific needs. Share in the development and implementation of policies, guidelines, and procedures for disaster field operations.
  • Monitor delivery of the disaster loan program to ensure compliance with established policies, procedures, and guidelines.

  • This is a Temporary Promotion position, not to exceed 1 year and may become permanent without further competition.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.

  • A one-year supervisory probationary period may be required.
  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory probationary period.

Qualifications

Experience:

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Communicating orally, the policies, guidelines, and/or procedures for an organization's disaster, emergency, or loan-making program to a variety of stakeholders, such as high-level government officials, businesses, and individuals; AND
  • Communicating in writing, the policies, guidelines, and/or procedures for an organization's disaster, emergency, or loan making program to a variety of stakeholders, such as high-level government officials, businesses, and individuals; AND
  • Assessing a disaster, emergency, or loan-making organization/program to identify and utilize the appropriate mix of resources and skills required to accomplish the mission; AND
  • Leading or overseeing teams or projects to achieve organizational goals; AND
  • Preparing presentations, correspondence, reports and/or other documents utilizing mobile and desktop productivity applications such as web browsers, email, spreadsheets, and word processing
