This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number NGT5799501 and is part of the TN 164th AW, Air National Guard.

As a TRAFFIC MANAGEMENT SPECIALIST GS-2130-09 (TITLE 5) you will, serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensures that traffic management and transportation services required to support the mission are accomplished. Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procures domestic and international travel for both military and civilian passengers. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities. Perform other related duties as assigned.

Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
Forklift Certified (up 10K lbs), with in 90 days.
Capable of Heavy Lifting at a minimum of 50lbs.
Experienced with Cargo Movement Operations System, ILSS, GoCare Program, Approver or Certifier in Syncada, and Reconciling Monthly CBA Bill.

GENERAL EXPERIENCE: Experience developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.
SPECIALIZED EXPERIENCE: Must have 24 months or 1 year at the next lower GS level specialized experience involving the movement of freight or passengers and determining transportation and operating costs; experience participating in the direction and coordination of traffic management function; experience interpreting and providing routine advice on carrier tariffs and related routing guides; interpreting regulations/requirements and developing local policies to implement changes effectively; experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedure;. experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges; experience which involved negotiations with carriers on individual shipments or traffic movement; experience in making effective presentations both orally and in writing; previous TMO Background; experience with CMOS, ILSS, Syncada system, and Reconciling Monthly CBA Bill.
