Summary

This position is with the Office of Information Technology, Division of Information Technology Operations. The purpose of this position is to lead information technology (I/T) projects to design, implement, sustain network services, and provide support in the selection and ordering of new network or telecommunications services as the Enterprise Infrastructure Solutions Program Manager. The incumbent reports to the Supervisory I/T Specialist or designee.

Network Technical Support

  • Perform technical analysis of commercially available telecommunication services and their ability to meet Indian Health Service (IHS) requirements for voice and data communication.
  • Provide recommendations on new or alternative telecommunication services which would meet IHS requirements at a lower cost and/or provide improved functional/capabilities.
  • Plan the technical transition to the Session Initiation Protocol (SIP) and cloud-based Voice over Internet Protocol (VoIP) services to modernize the IHS voice telecommunication services.

Contracting Officer Representative
  • Perform the role of Contracting Officer's Representative (COR) on telecommunication contracts used by the IHS to procure voice and data telecommunication services.
  • Develop Statements of Work (SOW) for the procurement of new telecommunication services that are not currently available on existing telecommunication contracts.
  • Place service orders for telecommunication services.
  • Create monthly reports, showing costs and usage levels for voice and data telecommunication services.
  • Escalate and manage resolution, telecommunication vendor service issues impacting IHS operations and not resolved within contract service level agreements.

Information Technology Program Management
  • Maintain an accurate inventory of voice and data telecommunication services used at IHS.
  • Prepare project documents in conformance with the IHS Capital Planning and Investment Control (CPIC) process to fund telecommunication service acquisitions.
  • Prepare security assessment and authorization documents to have an Authority to Operate (ATO) for cloud-based services procured through telecommunication contracts.
  • Create and maintain telecommunications standards and procedures for area sites to procure telecommunication services.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS

GS-13:
One (1) year of specialized experience equivalent to at least the GS-12 grade level.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
  • Identifying and documenting business and technical requirements for telecommunication services.
  • Creating statements of work for telecommunication service acquisition.
  • Implementing Voice over Internet Protocol (VoIP) solutions utilizing Session Initiation Protocol (SIP).
  • Implementing Risk Management Framework (RMF)/Security Assessment and Authorization (SA&A) requirements for information technology services.
NOTE: You must meet all examples of specialized experience listed above.


SELECTIVE FACTOR
This position requires the following certification:
  • Federal Acquisition Certification-Contracting Officer's Representative (FAC-COR) Level II or above.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
