Summary

This position is located within the Facilities Management Department of the VA Central Iowa Heath Care System. The incumbent functions as the Maintenance and Operations Supervisor for Facilities Management Service. They have full responsibility for the supervision of four (4) trades shop foremen. They are under the direct supervision of the Deputy Chief of Engineering. Incumbent is primarily responsible for the administration, supervision, and day to day operations of shop supervisors.

Help

  • Incumbent is responsible for the operation, maintenance, and repair of various building systems including potable water, wastewater, electrical distribution, HVAC, and steam and chilled water generation.
  • Incumbent is also responsible for the maintenance and repair of architectural finishes, both interior and exterior, of all structures on campus along with the general appearance of the campus grounds.
  • Incumbent conducts routine inspections to ensure quality control of work performed by Engineering staff.
  • Conducts life safety inspections and assigns work from such inspections to the appropriate unit. Creates follow-up measures on critical or urgent items identified during inspections.
  • Analyzes the physical plant utilities and subsystems for proper maintenance and visually assesses conditions of maintenance/repair activities on a routine basis.
  • Prioritizes, integrates, and coordinates various work activities, as well as contracted work, for optimum effectiveness and efficiency of utilizing man-hours, equipment, and funding resources to meet user, program, and mission needs.
  • Continually monitors progress and trends on in-house projects, work orders, and preventive maintenance.
  • Recommends adjustments and rescheduling, as necessary, to respond to changing conditions and emergency or urgent needs and delays. Participates in or organizes and conducts meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance, and repair personnel, building tenants, equipment operators, contractors, and others.
  • Estimates materials for repair, minor improvement, maintenance, and station labor projects to provide management with cost figures and estimates of labor for special projects, preventive maintenance, equipment repair, and improvement projects by determining the scope of work, work requests, and worksite and hourly performance standards for each trade.
  • Incumbent is responsible for ensuring that preventive maintenance is performed on utility systems and building service equipment according to established policies and procedures.
  • Incumbent is responsible for the preventive maintenance and minor repair on non-GSA vehicles and other power equipment and motor vehicle and grounds equipment.
  • Ensures that proper records for preventive maintenance are maintained. Works with Work Order Clerk on preventive maintenance work order backlogs.
  • Identifies and makes economically sound recommendations concerning equipment systems or facilities maintenance, modernization, or replacement planning.
  • Sets preventive maintenance procedures and schedules preventive maintenance of building and utility equipment to prevent breakdown and extend equipment life which, in turn, saves on emergency repairs, labor costs, and inconvenience due to system down time.
  • Serves as Contracting Officer Technical Representative (COR) for service, maintenance, and repair contracts.
  • Forecasts annual budgetary requirements for contracted building maintenance and service work.
  • May inspect contractor's product or services rendered against specifications and contractual agreements to ensure the quality and effectiveness of work.
  • Contributes to project development and works with contractors performing contract work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/08/2025.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

PERFERRED EXPERIENCE: Prior Veteran Hospital Administration Supervisory maintenance experience.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: This position requires walking, standing, bending, sitting, crawling, and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.

Incumbent will be required to maintain a current driver's license required to drive all non CDL required vehicles such as Polaris, pickup trucks, vans (less than 15 passenger) and sedans.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
