Duties

Help

As a Human Resources Specialist (Recruitment & Placement) at the GS-0201-13 level, some of your typical work assignments may include:

  • You will administer the merit promotion and placement program providing a full range of internal placement and recruitment responsibilities.
  • You will prepare policies, procedures and guidance for various delegated examining and merit promotion and placement programs.
  • You will advise management on recruitment strategies, sources, special programs, recruitment, relocation and retention incentive programs.
  • You will perform the full range of staffing and procedural techniques to prepare job opportunity announcements, conduct job analyses, prepare assessment plans, conduct qualification analyses, and review and adjudicate veterans' preference.
  • You will provide guidance, training and instruction on a wide range of recruitment and placement topics to individual supervisors at all levels on HR procedures, including regulations and policies.

Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0201-13 level, if you fulfill one of the following qualifications:

Specialized Experience: One year of full-time specialized work experience equivalent to the GS-12 grade level in the Federal service performing duties such as: 1) Interpreting and applying Federal rules and regulations related to delegated examining operations and applying veterans' preference; 2) Coaching and mentoring junior human resources specialists and/or assistants in recruitment and placement; 3) Providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies; and 4) Assisting with drafting policies, procedures and/or guidance for human resources programs related to staffing, recruitment, and placement.

Additionally, a special qualification will be considered in the evaluation of eligibles for certification. A Quality Ranking Factor (QRF) is expected to enhance performance in this position; it will not be used to screen out applicants.

  • Delegated Examining (DE) Certification is a special qualification needed for this position.
