Duties

Help
  • You will communicate project requirements to a wide range of individuals and organizations.
  • You will drive compliance with life cycle and configuration management requirements to formally document and control the functional and physical characteristics of a system or network during its life cycle.
  • You will assist in monitoring contracts to ensure proper interpretation and compliance by both contractor and government personnel.
  • You will provide oversight for the work performed by approximately 40 contractors in the MSC Network Operations Center (MNOC).
  • You will direct the development, implementation and operational support of an effective, integrated communications system. This includes responsibility for the operation and maintenance of telephone and telecommunication circuits.

  • This is a Cyberspace Workforce position, work role code Technical Supp. Specialist, proficiency level Intermediate incumbent is required to obtain/maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized Experience:
Specialized experience must demonstrate the following:

  • Experience coordinating and communicating project requirements to a wide range of individuals and organizations within and outside MSC.
  • Experience directly managing and providing oversight of IT Infrastructure ops (hardware, software, operating systems, firmware and services) including LAN/WAN, connectivity for the internet, NIPR, and client-server architectures.
  • Experience serving as the customer initial POC for new proposals and management of existing IT and communications support for a Network Ops Center (NOC)
  • Experience providing input to requirements for contractor support and building an effective contractor support team while assisting in the administration of the provisions of complex, multi-function IT contract.

This position is an IA workforce IAM level II management position. The employee is required to obtain a CISSP or equivalent certification within 6 months of assignment.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area "Operate and maintain (411), network Services (440)" and as a condition of employment incumbents are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

  1. Earn/ maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix associated with the specialty area/ level within the scope of major assigned duties for the position to which you are assigned.
  2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A min. of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current IDP signed by both the employee and supervisor.
This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
