The Enterprise Cloud Architect position is in the Department of Program Services, Case Management Systems Office (CSMO), Federal Judiciary Digital Services Division. CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and other external stakeholders.

Duties

Help

The Information Technology Specialist (Enterprise Architecture) serves as a subject matter expert and ensures cloud systems are up to date, run smoothly with minimal downtime, and meet an organization's operational needs. The incumbent must have technical authority of networks, data storage, and security measures to develop and reinforce cloud computing solutions, and must work well with professionals who develop and maintain hardware and software across the AO's network and cloud computing infrastructure.
This position reports to the Senior Solutions Architect under the Case Management Systems Office (CMSO).

The duties of the position may include, but are not limited to:

  1. Acting as a subject matter expert and providing leadership, guidance, and support on cloud end-to-end architecture, service providers, networking, provisioning, deployment, management, and technical governance.
  2. Driving innovation across the Judiciary by designing forward-thinking, modern cloud strategies.
  3. Analyzing the platform migration strategy to identify weaknesses and patterns in the current platform and to avoid future deficits.
  4. Designing a new cloud-based enterprise computer platform in collaboration with other enterprise, cloud, data, and solution architects.
  5. Advocating and defining the cloud architecture vision from a strategic perspective, including internal and external platforms, tools, and systems.
  6. Developing solutions architecture and evaluating alternatives for private, public, and hybrid cloud models, including IaaS, PaaS, and other cloud services.
  7. Presenting architectural proposals, gathering feedback, and gaining buy-in from teams across the Judiciary.
  8. Collaborating with technical and business subject matter experts to develop the appropriate technology architecture that enables the optimal use of current system requirements while anticipating future needs.
  9. Developing a library of deployable, documented cloud design patterns and solutions for high availability and disaster recovery for applications.
  10. Defining scope, analyzing complex business and technical requirements, developing functional and technical design models, managing scope and risks, building applications, configuring products, performing unit testing, and deploying solutions that meet requirements.
  11. Providing technical expertise to diagnose and resolve issues, including providing solutions or escalating the issue to service owners.
  12. Collaborating with other AO and Judiciary architects to develop best practices, methods, and standards.
  13. Making sound decisions backed by research, articulating the pros and cons of several options, and presenting recommendations.
  14. Maintaining industry knowledge on the latest trends and technology.
  15. Providing technical leadership to team members and technical staff, developing and maintaining cohesive teams across the enterprise, acting as a coach and mentor, and ensuring the teams' continued success.
  16. Conducting product work reviews with team members.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated expert-level experience performing application architecture related activities in an open-source model leveraging cloud services and defining and enforcing pre-defined architecture and best practices for large-scale, high-volume web-based and mobile applications.
