This position is location within the Health Systems Research (HSR) of the VA Eastern Colorado Health Care System (ECHCS) in Aurora, Colorado, serving as the data management manager and provides day-to-day data management and sight support for the Research Service within the ECHCS. The mission of the HSR is to improve Veteran health by developing, testing, and implementing strategies that improve the organization, delivery, and effectiveness of health care and related services for Veterans.

NOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Major duties and responsibilities include:

  • Performs data management and clinical research information processing;
  • Provides administrative support to research investigators and others of the service;
  • Coordinates research activities across multi-site grant studies and projects, with a focus on data management;
  • Performs archiving and updating, data analysis and reporting, information processing and dissemination;
  • Involved in clinical services evaluation and research, quality of care assessment and data management, that requires a background in formal clinical, quality of care/health services, research data collection, analysis and reporting;
  • Serves as the data management manager for single and multi-site Research Service and studies, including coordination of activities across sites;
  • Ensures project tasks pertaining to data and information processing progress as outlined in established research protocols;
  • Evaluates program-wide needs, sets timetables and specifications and manages the work data demands on projects to completion;
  • Oversees and manages the national service line website that involves reviewing, updating and coordinating changes involving research investigator credentials and notating current/active research activities;
  • Performs other directly related duties as assigned.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position all applicants must meet the following minimum requirements:

Selective Placement Factor (SPF): This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). SPF's are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is: "Do you possess experience leading functions related to research health services initiatives and tasks (i.e. patient screening, recruitment, ensure Institutional Review Board (IRB) research requirements and protocols are met, etc.) that support grant-funded research, research development, analyses and literature production life cycle?" ~AND~

Specialized Experience: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-11) in the Federal service, that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this Health Systems Specialist, and that is typically in or related to the work of the position to be filled? Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants must possess skill in working with multiple databases and data mining. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position. Physical Requirements: Typically, the employee sits comfortably in an office setting to do the work; works at a computer screen for long periods of time and interacts with other sites via phone and email. Needs to have good manual dexterity and eyesight.
