Summary

The primary purpose of this position is to perform the responsibilities of the Work Leader for the Maintenance Mechanics, Painters, and Laborers in the Interior Design department. Maintenance Mechanics and Laborers are responsible for performing the physical labor and technical duties related to furnishings, fixtures, equipment, signage and artwork receipt, assembly, delivery, installation and disposal.

Duties include, but are not limited to:

  • The Maintenance Mechanic Work Leader consistently and independently leads the Interior Design Maintenance Mechanics, Painters, Carpenters, Laborers, Contractors and CWTs in their assignments. The Leader assigns work and schedules under general production accomplishment guidelines and deadlines established by the Interior Design Supervisor. Special considerations for additional workers such as CWTs and contractors must be born in mind when assigning work. The expectation is that the Leader works alongside the team, setting the example and the pace of work, maintains awareness of the progression of work assigned through spot-checking throughout the work shift and is available to workers for questions or interpretations of instructions. The Leader brings obstinate problems or concerns to the Interior Design Supervisor and obtains clarification or further instructions to disseminate to the workgroup.
  • The Maintenance Mechanic Work Leader works closely with the Interior Design Supervisor in planning longer-range projects and determining the allocation of resources for such projects, integrating them with the ongoing day-to-day work requirements. Reports on work accomplishments are delivered through oral review and written documentation.
  • The Maintenance Mechanic Work Leader is responsible for assigning work orders received through the LEAF portal and monitoring work order status reports. The Leader is responsible for ensuring that the required tools, equipment, furniture, safety equipment and blueprints, drawings or plans are available for the completion of the work.
  • The Maintenance Mechanic Work Leader is responsible for assigning the timely delivery of the appropriate Reasonable Accommodations furnishings to either the employee's work location or the Warehouse for shipment to the employee's home address. The Leader ensures that an accurate Log of the RA deliveries is maintained.
  • The Maintenance Mechanic Work Leader is responsible for managing and monitoring the Interior Design Furniture Inventory. This requires detailed accounting of all individual items ordered and stored by Interior Design, from office fixtures (clocks, lamps, footstools, etc.) through office furniture (chairs, workstations, storage units, cabinetry, etc.), medical furnishings (carts, workstations on wheels, etc.) and specialty items (artwork, reasonable accommodation furnishings). The inventory system includes warehouse receipt documentation and addition to inventory, as well as detailed disposition of each and every item as delivered and installed. This includes the specific location and/or LEAF request or project to which the item is related. A monthly report will be produced for the Interior Design Supervisor.
  • The Maintenance Mechanic Work Leader participates in weekly Environment of Care rounds. This involves the review and evaluation of Interior Design-related EOC concerns, such as unsafe, damaged, worn or inappropriate furnishings, fixtures, equipment, or signage, and the documentation of Deficiency Findings and Action Plans into the Performance Logic system. The Leader assigns the work required to ensure the Action Plan is completed in the allotted time frame.
  • The Maintenance Mechanic Work Leader must possess a valid driver's license. The Position requires occasional travel to satellite VA Facilities and CBOCs with a government furnished vehicle to conduct building inspections, deliver and install furnishings, fixtures, artwork, and signage.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Heavy physical efforts are required.The Maintenance Mechanic Work Leader must be able to lift heavy objects, walk, bend, stoop, climb, crawl and stand on feet for extended periods of time and frequently lift and carry items weighing up to 20 kilograms (45 pounds). Position may occasionally lift heavier items with assistance. Must be able to determine when the use of assistive devices is necessary and use them properly and safely.

The Maintenance Mechanic Work Leader is required to work from ladders, scaffolds, in close places, indoors and outdoors. Must be able to work in tight and restrictive spaces such as under buildings, under equipment, in attics, in tunnels, etc. Incumbent works in tiring positions for prolonged periods. Position work requires frequent standing, bending, stooping, crouching, and arm movement. Position sometimes does work in cramped areas, on temporary platforms, and overhead.

Working Conditions: The Maintenance Mechanic Work Leader is subject to working in all types of working conditions and weather including inclement weather as the employee is deemed essential to the vital function of the hospital.

The Maintenance Mechanic Work Leader must be able to work under stressful conditions typical to the hospital environment. Often the employee must work in confined and poorly ventilated areas, both indoors and outdoors. The incumbent is subject to various conditions that may result in burns, abrasions, cuts, and working in areas that are hot, cold, damp, dusty, dirty and potential for encountering contaminated articles. The Position is frequently exposed to eye, skin, nose, and lung irritations from glue, bonding chemicals, vapors, splinters, and sawdust. The potential exists for injuries from tools and equipment.

The Maintenance Mechanic Work Leader is required to follow numerous safety practices and wear all personal protective equipment assigned to him as each situation warrants, such as eye, hearing, head, feet and respiration protective devices. For example; wears protective eyeglasses or a face mask to protect against flying wooden particles; wears protective ear devices to lower noise; wears a respirator to protect against sawdust and vapors; uses machine guards to protect against cuts and loss of fingers; follows numerous safety practices in operating machines and using tools and equipment. Some of the protective devices used by the position are uncomfortable and are worn for long periods.

Respirator Requirement. The position requires the incumbent to be fit tested for a respirator on an annual basis which may prohibit facial hair growth.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
