Summary

As a Program Analyst you will be part of Human Resources Solutions (HRS). If selected, you will be responsible for serving as a Program Analyst and technical expert who participates in program planning and development efforts, which include technical, administrative, and managerial issues. The incumbent performs a wide variety of duties and responsibilities related to HRS management operations and support for the program areas and its government-wide customer base.

Help

  • Serve as a Level III Advisory Contracting Officer's Representative (COR) for large acquisitions.
  • Manage projects that have implications across groups and the government-wide customer base/agencies.
  • Support program reviews to ensure operational needs are met to sustain the health of the programs and identify profitable vs non-profitable products and services.
  • Identify problems or issues that may adversely impact project operations and initiates and executes appropriate action to resolve problems.
  • Coordinate and lead meetings and briefings involving a wide range of stakeholders, including senior level agency officials, HR leaders and managers, and vendor partners.
  • Act as a strategic partner in advancing HRS products and service delivery to assure the solution remains an industry leader.

  • This position is eligible for inclusion in the bargaining unit. The union that represents employees in this position is the American Federation of Government Employees (AFGE) Local 32.

  • Have a current performance rating of at least fully successful or equivalent.
  • Meet minimum qualifications for the vacancy.

Qualifications

In order to be rated as minimum qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Specialized Experience for GS14: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level. Specialized experience for this position must have included:

  1. Acted as a Contracting Officer's Representative for medium to large acquisitions;
  2. Developed and executed change management initiatives to align with organizational goals and improve overall efficiency;
  3. Monitored and evaluated projects and activities to ensure compliance with established goals, objectives, policies, and schedules;
  4. Researched industry best practices to benchmark an organization's products and services; AND
  5. Developed and delivered presentations highlighting key metrics and outcomes to leadership on acquisition projects.
