Duties

Help
  • Supervises a team of data analytics staff to support and guide analytical work for the organization.
  • Serves as a senior technical advisor in data analytics and Federal human capital data to advance the organization’s goals related to the development of Federal human capital data products.
  • Establishes data analytics policies and procedures for the organization to ensure data analytics products meet quality standards and address stakeholder needs.
  • Leads complex analyses, including developing analysis plans, modelling data, conducting analyses, and communicating results, to answer business and research questions of the organization.
  • Leads human-centered design activities with stakeholders (e.g., ideation sessions, user interviews, and user-centered research) to better understand user behavior and needs and inform data product development activities.
  • Develops intuitive dashboards and reports using business intelligence tools that help users make data-informed decisions.
  • Develops strategies for educating users on the value and use of the organization’s data products to support increased user adoption.
  • Represents different organizational workgroups and project teams to support government-wide advanced analytics efforts.
  • Stays current with advanced analytics tools, techniques, and methods to ensure the organization is using modern approaches to analytical work.

Qualifications

Minimum Qualifications Requirement for the GS-14 Grade Level: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must have included ALL of the following:

1) Leading the work of others (e.g., assigning tasks, providing feedback, overseeing progress toward goals) in the development of large-scale data projects; AND
2) Conducting analyses using HR data or HR business rules to answer a business or research question; AND
3) Collaborating with stakeholders throughout the data product lifecycle (i.e., discovery, design, development, and deployment) to ensure end-user needs are achieved.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-14 level.
