Duties

Help
  • Uses programming languages (e.g., SQL, Python, R) to collect, structure, and analyze federal human capital data.
  • Transforms structured and unstructured data using advanced scientific, mathematical, and statistical principles and theories to develop data sets for reporting and advanced analytical purposes.
  • Leads complex analyses, including developing analysis plans, modelling data, conducting analyses, and communicating results, to answer business and research questions of OPM and agencies, the public, and other stakeholders.
  • Develops interactive dashboards, reports, or other displays of visual information to help organizations and users make better decisions.
  • Leads analytics projects, including assigning tasks and reviewing the work of other team members, to ensure projects meet established milestones and adhere to technical standards.
  • Develops and maintains analytics product project plans to clearly communicate project goals, costs, and constraints.
  • Communicates project status and the results of analytics projects to ensure stakeholders are informed on the team’s efforts.
  • Represents OPM and HRS in internal and interagency workgroups and project teams to support government-wide analytics efforts.

    • if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below.

Basic Requirements for the GS-14 Grade Level: To meet the basic requirement you have obtained an:
A) Degree inMathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B) Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Minimum Qualifications Requirement for the GS-14 Grade Level: You must have one full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level. Specialized experience for this position must have included all the following:


1) Using programming languages (e.g., SQL, Python, R) and data science tools (e.g., Databricks) to collect, structure, and analyze federal human capital data; AND
2) Using statistical methods to generate insights from data; AND
3) Developing interactive dashboards, reports, or other displays of visual information to help users make better decisions.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
