The Information Technology Specialist (Enterprise Architecture) position is in the Administrative Office of the U.S. Courts (AO), Department of Program Services, Case Management Systems Office (CSMO), Federal Judiciary Digital Services Division, PACER Development Branch. CMSO develops, modernizes, and maintains case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, and federal defenders.

Duties

Help

The Information Technology Specialist (Enterprise Architect) provides leadership and architectural direction to the Federal Judiciary Digital Services Division, PACER Development Branch's portfolio of supported products. This position reports to the PACER Development Branch Chief.

The duties of the position include, but are not limited to:

  1. Establishing and implementing architectural standards, policies, and procedures.
  2. Working with other AO architects and stakeholders.
  3. Researching new technologies, products, and standards incorporated into the Federal Judiciary Digital Services Division suite of applications.
  4. Interacting with courts, court support teams, development and internal teams, and administrative staff from both a technical and business perspective.
  5. Implementing new cloud-based enterprise computer platforms for critical systems Judiciary systems.
  6. Developing and implementing requirements and design patterns that satisfy the needs of the various system components.
  7. Developing strategies to enable the optimal use of modern cloud tools and platforms.
  8. Developing best practices, methods, and standards to run a world-class cloud system.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL the following areas:

  • Leveraging cloud services to perform application architecture activities in an open-source model.
  • Defining and enforcing pre-defined architecture for large-scale, high-volume, web-based and mobile applications.
