Duties

Help

This position is located within the Department of the Interior, Office of the Secretary, Office of Law Enforcement and Security, Technology Division, in Washington D.C.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  1. Serves as the primary system administrator and subject matter expert for the Department of the Interior's SaaS-based Law Enforcement Records Management System (LE RMS), ensuring the secure, stable, and compliant operation of the system across multiple law enforcement programs and bureaus.
  2. Manages user access provisioning, role-based permissions, and data integrity controls in accordance with federal information assurance standards, including handling of Sensitive but Unclassified (SBU), Controlled Unclassified Information (CUI), and personally identifiable information (PII).
  3. Leads and coordinates system configuration, integration, testing, and implementation of new modules or capabilities in the LE RMS, including collaboration with vendor support teams and internal IT security, legal, and program offices.
  4. Monitors system performance, service availability, and data synchronization; troubleshoots and resolves system-related issues; and manages incident response, change control, and continuous service improvement efforts.
  5. Develops, documents, and maintains standard operating procedures, system architecture documentation, contingency plans, and audit-ready configuration records to support compliance with agency IT policies, DOJ/CJIS security requirements, and federal acquisition and cybersecurity standards.
  6. Allocates technical and operational resources to support system maintenance, enhancements, user training, and helpdesk support functions. Develops and manages budgets and schedules related to LE RMS system operations and upgrades.
  7. Provides project management leadership on enhancements or modernization initiatives related to the LE RMS, including requirements gathering, stakeholder engagement, project planning, vendor coordination, risk management, and performance reporting.
  8. Serves as a liaison to law enforcement, legal, and administrative stakeholders to ensure the LE RMS meets mission-critical needs and aligns with departmental priorities, security protocols, and records retention policies.
  9. Stays current with technological developments in SaaS platforms, law enforcement information systems, and cloud security trends to inform future enhancements and strategic planning.
The OS-OLES has determined that the duties of this position are suitable for telework only during emergency or natural disaster.

This position is Critical-Sensitive. The incumbent will be subject to a favorable background investigation and must be eligible for a Top-Secret security clearance.

This position is subject to drug testing. The incumbent must pass initial and continued periodic short notice drug testing.

Salary Information
GS14 - $142,488 to $185,234 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

(2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in all of the following:
  1. Administering a cloud-based or SaaS Records Management System or similar mission-critical system with sensitive or regulated data.
  2. Managing system access, security controls, and compliance with federal IT security or data privacy requirements (e.g., FISMA, CJIS, CUI).
  3. Leading or coordinating IT projects, including planning, requirements gathering, vendor oversight, and implementation.
  4. Supporting or managing data migration, legacy system integration, and system lifecycle documentation, and
  5. Allocating and managing IT resources, contracts, or budgets in support of enterprise-level systems.
