Help
  • Responsible for performing, providing, obtaining, and/or advising on a variety of management and program support services essential to the direction and efficient operation of the Directorate
  • Provides key assistance to the managers/supervisors in facilitating the performance of their employment management and official structure responsibilities.
  • Incumbent plans, coordinates, analyzes, and evaluates DFMWR administrative missions and operations. Serves as central point of contact for authoritative information on administrative policies, procedures, and requirements of the DFMWR.
  • Provides recommendations on the most economical methods of achieving administrative goals and objectives. Evaluates the impact for new or revised policies and procedures on existing organization.
  • Advises DFMWR personnel on a variety of substantive, procedural, and policy matters pertaining to such personnel functions as recruitment, position management/classification, employee/management relations, employee awards, and training.
  • Plans and completes special projects and assignments such as fact-finding on personnel actions, developing structural change packages, submission of training requests, overseeing DFMWR performance and awards activities, etc.
  • Serves as the primary liaison with the Civilian Personnel Advisory Center on matters of organization structure, the assignment of functional responsibilities, and personnel actions.
  • Oversees a variety of general administrative duties performed in support of the DFMWR involving performance management, records management, civilian pay issues, Congressionals, FOIA and monitoring EEO plans, policies and goals.
  • Performs other duties as assigned.

Qualifications

Minimum Qualifications

1. Demonstrated knowledge of overall mission, functions, organization, objectives, procedures and their relationship to the administrative support activities of the DFMWR.
2. Knowledge of pertinent laws, policies, procedures and regulations pertaining to Human Resource Management.
3. Skill and ability to apply qualitative and/or qualitative analytical and evaluative methods and techniques to studies concerning the efficiency and effectiveness of program operations and substantive administrative support functions.
4. Ability in organizing and delivering briefings to managers/supervisors to encourage understanding and acceptance of findings and recommendations.
5. Comprehensive oral communication skills and analytical writing skills.6. Knowledge of a variety of data management systems.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
