This position starts at a salary of $69,923.00 (GS-09, Step 1) to $109,975.00 (GS-11, Step 10) with promotion potential to $131,826 (GS-12 Step 10).

In this position, you will serve as a Budget Analyst in Budget Formulation Branch, Financial Management Division, Mission Readiness Directorate. You are responsible for carrying out budget activity for significant program components and has a fundamental understanding of the full lifecycle of the budget process and application of appropriated funds allocated.

Major duties may include, but are not limited to:

  • Providing assistance in the financial planning process for short and long-range budget formulation, resource justification, financial planning, and resource execution in coordination with internal and external stakeholders.
  • Assisting senior budget analysts in compiling narratives and statistical material for budget exhibits, and related background information for use in briefing senior leadership.
  • Supporting efforts to respond to requests for budget information by DHS, Office of Management and Budget (OMB), Congressional staff members, and other high-ranking individuals.
  • Supporting the formulation and monitoring of the execution of short and long-range detailed budget forecasts and plans to fund the implementation of substantive programs and projects.
  • Performing a wide variety of analytical duties connected with the formulation, execution, justification, presentation, and reviewing of the budget for Office of Trade (OT).

Qualifications

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Assisting supervisors and higher graded budget analysts with planning, organizing, and carrying out budget activity for a significant program components.
  • Assisting in editing narrative adjustifications and projected funding needs.
  • Assisting senior budget analysts and directorates in identifying their budgetary requirements as well as offsets for new requirements that occur within the year of execution.
  • Assisting higher graded budget analysts in compiling narratives and statistical material for budget exhibits, and related background information for use in briefing senior leadership.
  • Supporting senior budget analysts with the formulation and monitoring of the execution of short and long-term detailed budget forecasts and plans to fund the implementation of substantive programs and projects.
Education Substitution GS-09: A master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Assisting in preparing or editing narrative justifications and projected funding needs.
  • Preparing detailed budget estimates, justifications and budget execution plans based on strategic and performance plans.
  • Compiling cost figures, monitoring the rates of obligations and expenditure of funds.
  • Filling out a variety of unrelated budget forms, documents, and reports.
  • Providing advice and recommendations to managers, as applicable; may involve computing and justifying inflationary, uncontrollable increases.
Education Substitution GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester hours or 81 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/16/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
