Help

The Physical Security Specialist fulfills their mission through crime prevention activities, observation and implementation, emergency response capabilities, specialized training and tactics, weapons detection, and system utilization.

Primary duties include but are not limited to:

  • Conducting inspections of restricted and high-security areas and providing the Healthcare Facility Director with recommendations on necessary and optional security measures.
  • Performing vulnerability assessments in accordance with ISC standards and submitting reports for the Healthcare Facility Director's consideration.
  • Reading and understanding schematics for troubleshooting PACs (Physical Access Control systems), IDS (Intrusion Detection Systems), and SSTV (Surveillance Systems).
  • Managing access and camera systems, including data entry and setting views.
  • Regularly testing alarms and call boxes and conducting lighting surveys with corresponding reports and any necessary work orders.
  • Researching the most effective PACs, SSTV, and other integrated systems to enhance security and efficiency.
  • Staying knowledgeable about new systems, available options, and updates to publications.
  • Assessing risks and formulating procedures and physical security measures to protect personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage, and theft.
  • Ensuring the implementation of security requirements and appropriate safeguards, including surveillance cameras and panic and intrusion alarm systems.
  • Monitoring and evaluating existing and proposed security projects to ensure timely service delivery and compliance with statutory, contractual, and technical requirements.
  • Gathering information and preparing reports regarding the facility's adherence to VA operations and regulations.
  • Pursuing educational opportunities to enhance skills and knowledge.
  • Conducting system audits and assessing reports of potential security breaches.
  • Participating in security meetings to collect and share information related to new or modified security programs with security personnel.
  • Creating documents, spreadsheets, graphs, reports, and presentations using various automated systems and software applications.
  • Ensures that physical security assessments are conducted per 0730-4 and that the appropriate actions are implemented to correct any deficiencies.
  • Collaborating with other departments to build relationships and promote educational initiatives that support our overall security objectives.
  • Performing related duties as necessary.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Knowledge of criteria, equipment, and techniques of security administration and programs to resolve well-defined questions and conditions that commonly arise in the course of day-to-day program activities.
  2. Knowledge of security administration and protection regulations, policies, procedures, and practices to serve as a participant in meetings and ad hoc committees developing local implementing plans and instructions.
  3. Knowledge of the interrelationship of personnel, information, industrial, automation, counterterrorism, and VIP visit security program areas to assist senior level Physical Security Specialist in the development of physical plans and procedures.
  4. Knowledge of the latest varied security equipment and devices on the market in order to plan and implement cost-effective protective methods and security procedures which are not a hindrance to productivity and accessibility to personnel.
  5. Knowledge of industrial security to establish and monitor physical security procedures for contractors in compliance with regulations and negotiated security agreements.
  6. Knowledge of building construction blueprints and contracts to provide physical security input on all planned projects concerning security engineering and electronic security systems.
  7. Oral and written communication skills to communicate clearly and concisely to a broad audience of professional, technical and administrative personnel, diplomatically and tactfully.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors.

Work Environment: On-site surveys, inspections, and assessments require exposure to a wide variety of working elements, both indoors and outside, general and specialized office space. Clothing is subject to being soiled when checking basements, crawl space, attics and other similar areas. Wearing of safety clothing and equipment when in construction or industrial areas is required.
