Help
  • Provides daily work assignments, instructions, and guidance to Documents Inspection Technicians (DITs) and Printing Plant Worker's (Materials Handler).
  • Ensures that physical security procedures, rules and RBPC protocols are followed.
  • Analyzes documentation, tests electronic equipment, and reviews computer chips to determine reasons for rejection pertaining to all manufacturing waste.
  • Observes and reviews products and verifies quality assurance processes; and interacts with officials at the Department of State (DOS).
  • Participates in meetings with GPO and DOS managers to review quality data, to discuss disputes regarding rejected products and provide input to resolve concerns.
  • Oversees press and bindery machine production conditions/elements and reports the negative effect to the appropriate management official.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • Physical Demands-The work requires some walking, standing, bending, and carrying of items such as cartons of books.
  • Work Environment-The work is performed in an office and inspection room. The incumbent may be exposed to everyday risks and discomfort of typical office and meeting settings.
  • Must successfully pass all pre-employment requirements prior to appointment.

Qualifications

To qualify for the Lead Quality Assurance Specialist, PU - 1910 - 11/12 , you must meet the following requirements:

TO QUALIFY FOR THE PG-11
- Incumbent must have at least one year of specialized experience at the PG-9 or equivalent grade level or higher in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, preventing and correcting defects in printed materials in a manufacturing environment.

OR

Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study such as: quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR LL.M., if related

Combination of specialized experience and education that equals 100 percent.

TO QUALIFY FOR THE PG-12;
Incumbent must have at least one year of specialized experience at or equivalent to the PG-11 or equivalent grade level or higher in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying, preventing and correcting defects in printed materials in a manufacturing environment and analyzing data to identify quality trends and opportunities for process improvements. NOTE: There is not substitution for education in lieu of specialized experience at the PG 12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (04/07/2025) to be considered.

Education

Substitution of education in lieu of specialized experience may/may not be used or this grade level.

Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

4-10 hour days; Monday through Thursday; 7:00am - 5:30 PM

Background Investigation:
For a Secret Clearance:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.

GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
