The Case Management Modernization (CMM) Product Manager (PM) position is in the Department of Program Services (DPS), Associate Director's Office and reports to the DPS Associate Director's Chief of Staff. The CMM PM's goal is to create a case management modernization system that provides exceptional value and delivers an outstanding user experience. The CMM PM is deeply focused on the user experience and ensuring products meet the needs of users in the Judiciary and the public.

Duties

Help

The Case Management Modernization Product Manager determines and oversees delivery of the strategy and roadmap for their products to achieve customer outcomes. The Product Manager is the "voice of the customer" in the product. The Product Manager's responsibilities include discovery, prioritization of customer and market problems, validation of potential solutions, and resolution monitoring. They continuously use data to empower decision making and inform product direction in ways that build toward positive business outcomes for the organization and their customers. The Product Manager builds relationships with and between team members, key stakeholders, customers, executives, and other individuals or organizations involved with the end-to-end product life cycle. They do this through ongoing customer interaction and collaboration with development, users, and stakeholders. The Product Manager sets priorities, guides, and supports development and operational activities, and provides direction and oversight to product teams.

The duties of this position include, but are not limited to:

  1. Developing a deep understanding of business goals and processes to inform product priorities and improvement recommendations.
  2. Communicating with product stakeholders (within the AO and across the Judiciary) and developing strong relationships to discover, balance, and prioritize feedback from multiple groups such as customer engagement, customer experience and user experience leaders, as well as customers and the market.
  3. Socializing the product strategy and ensuring a common understanding among internal and external stakeholders.
  4. Leading product strategy planning and managing the product life cycle to support ongoing product evolution and innovation.
  5. Monitoring business, market, and technology trends and competitive intelligence to inform product strategy and proactively propose new solutions.
  6. Building and owning the product roadmap and releasing plans that satisfy requirements and achieve customer outcomes, ensuring execution is aligned with strategy.
  7. Translating desired business outcomes into actionable product and technical requirements.
  8. Building close working relationships, providing clear guidance, and setting operational "guardrails" to empower the product owner team and the customer engagement team to make appropriate product development decisions.
  9. Monitoring and evaluating product performance, including usage metrics, to monitor product health and make maintaining, refreshing, and retiring recommendations and decisions.
  10. Defining, tracking, analyzing, and communicating relevant key performance indicators for the product's performance and contribution to business goals and strategy.
  11. Guiding and empowering the product owner team to scope, plan and deliver work.
  12. Applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability), including assessing the product backlog and prioritization to ensure alignment with the product strategy and key performance indicators.
  13. Supporting the identification and resolution of blockers (including resourcing) to achieve product business objectives.
  14. Driving product adoption and usage by collaborating on customer engagement with customer experience and user experience leaders.
  15. Leading customer engagement team, communications and change management, to define strategy and guidelines.
  16. Ensuring human centered design methods are consistently applied.
  17. Working with external third parties to assess partnerships and licensing opportunities.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in agile product management, developing user-centered design, and working in a DevSecOps development environment.

Education

This position does not require education to qualify.
