The incumbent serves as a Health Systems Specialist - Health Professions Education (HPE) Specialist in the Chief of Staff Service. This position supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Open to current, Federal employees (serving on a career/career-conditional appointment or covered under OPM's Interchange Agreement); Reinstatement/Transfer Eligible; Special Authorities; Peace Corps & AmeriCorps Vista; Military Spouses; Preference eligible veterans or veterans separated from the armed forces under honorable conditions after three or more years of continuous active service.
The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans.
Duties include, but may not be limited to the following:
Monitors and manages the onboarding and off-boarding activities of HPTs to ensure each individual HPT is qualified to train at VA, meeting the requirements of the affiliate training program and requirements for federal employment.
Facilitates and validates information for the TQCVL and expedites approval process from the DEO through the VA Facility Director and verifies information prior to any HPT's appointment. The position may provide completed onboarding packages to HR for processing, but subsequent qualification review is not performed.
Trains and guides affiliate staff in completion of the TQCVL including navigation of multiple data sources such as National Practitioner Data Bank (NPDB), List of Excluded Individuals and Entities (LEIE), and Selective Service System.
Maintains various VA and local databases that consist of information related to HPT records, training, security background, academic programs, VA transfers, pharmacy prescribing authorization and licensure.
Administers functions to expedite and coordinate the full spectrum of on- and off boarding services including, but not limited to PIV sponsor, fingerprinting, TMS account creation and management, electronic medical record access and IT network account creation. Troubleshoots individual problems, analyzes systems issues, to develop and present solutions for program and system efficiency. Advises HPE management and OAA's informed decision-making processes with the research, collection, compilation, analysis, presentation, and management of data and HPE program information.
Establishes and maintains collegial working relationships with key academic, accreditation organizations, such as university and college academia and administrative staff, civilian medical facilities key personnel, other federal and state government agencies, and professional societies. Informs stakeholders to ensure HPTs are eligible to rotate at the facility, have appropriate training qualifications and certifications, and to complete required legal documentation such as affiliation agreements and onboarding applications.
Conducts special projects related to performance/process improvement to include rapid improvement events and new/revised policy or program changes; uses qualitative and quantitative techniques to measure utilization, efficiency, and productivity of HPE programs.
Prepares data and information for executive-level briefings, decision or white papers, reports and other documents used for official reporting, communications or publication by the facility or OAA; manages and maintains electronic files in accordance with Records Control Schedule and Federal Information Security Management Act requirements.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to the Individual Occupational Requirement the applicant must also meet the below specialized experience.
GS-09 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position. Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). This education must have been obtained in an accredited college or university.
GS-11 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist.
