Summary

The Primary Purpose of the Position is: Coordinate phlebotomy support to the medical technologists and physicians by coordinating and assisting in the daily activities of the team of technicians who perform phlebotomy, accession specimens, and perform other procedures necessary to ensure reliable laboratory results.

Duties

Help

Duties include but are not limited to:
Coordinates and performs routine venipuncture specimen collection from patients. Oversees 20-25 medical technicians assigned to P&LMS phlebotomy section. Monitors proficient collection of blood samples with a minimal number of failures, patient bruising, or required sticks, and ensures that the samples are submitted to the clinical laboratory with minimal delay. The employee will be responsible for ensuring all scheduled blood collections for patients are appropriately staffed and completed timely.

Receives patients in the outpatient phlebotomy area. Checks patients into the outpatient phlebotomy area. Verifies information and tests ordered in the computer system. Organizes workflow to provide efficient and accurate patient processing. Provides excellent customer service to all patients arriving in the laboratory for blood collection.

Performs, coordinates and assigns phlebotomy training/duties and evaluates staff competency. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Provides initial employee training and remedial training as needed in accordance with established procedures and practices and evaluates competency of employees.

Reviews maintenance documentation; schedules; performs and assigns testing. Reviews maintenance books/forms and provides reports to supervisor. Makes daily bench assignments for approximately 20-25 technicians including assignments for performance of CLIA moderate complexity testing. Operates instrumentation necessary for performance of moderate complexity testing.

Prepares samples for testing in the various clinical laboratory sections. Maintains supplies and materials used for phlebotomy services. Receives and sorts specimens. Checks request slips for proper information, and time stamps the request slip. Delivers specimens to various laboratory sections with minimal delay to ensure optimum turnaround time from time of collection to test completion. Distributes, stores, and delivers supplies and other materials used for phlebotomy service.

Work Schedule: Monday - Friday: Multiple Tours Rotating weekends and holidays. Tours are subject to change based on scheduling needs

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2025.

Individual Occupational Requirement:

  • Specialized Experience for positions at GS-4 and above:(a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
OR,
  • Education and Training: For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: CLERICAL: knowledge of filing, typing, entering data and maintaining records; COMPUTER SKILLS: Use computer to check in patients and/or perform basic data input; SPECIMEN COLLECTION: Perform venipuncture specimen collection; ACCOUNTABILITY: Hold self and other accountable for measurable high quality; and COMMUNICATION: Utilizes effective skills in customer service and dispute resolutions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. (TRANSCRIPT REQUIRED)

Physical Requirements: Physical demands may involve minimal lifting of supplies and materials, standing, foot travel, bending, and sitting. The incumbent must have the digital dexterity and adequate vision to perform safe venipuncture and testing procedures. Lifting will not exceed a weight of 10 pounds. The incumbent must fully utilize all safety practices and equipment provided by the medical center assuring compliance with local and accrediting agency requirements
