Duties

Help

  • Manages the Wing's Operation Security (OPSEC), Signature Management (SM) Program.
  • As the Wing Plans Officer, develops, updates, and maintains external coordination/compliance requirements for all 325 FW Operations Plans (OPLAN) and Concept Plans (CONPLAN).
  • Manages installation Operations Plans programs. Coordinates with wing units to review requirements, develop, edit, and publish functional plans where appropriate functional ownership resides.
  • Manages Installation Readiness and Reporting and Supports Wing Exercise Cell.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning an efficiency and effectiveness Operations Plans (OPLAN) and Concept Plans (CONPLAN) program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate program operations); Knowledge of pertinent laws, regulations, policies and precedents which affect the use of programs and related support resources (people, money, or equipment) in the area studied; Knowledge of methodology, processes, and procedures for military deployment, employment, emergency response, and operations security planning; of coordinating plans development within parent command and support; and of the planning process based on defense guidance and major command, or joint service directives and procedures; Thorough knowledge of a wide range of qualitative and quantitative methods for developing, updating, and maintaining operational planning and crisis reaction installation plans; Knowledge of, and skill in, providing guidance and coordination to meet exercise, wartime, or natural disaster contingencies. Advising wing leadership on the status of wing plans. Directing personnel to review requirements and facilitate editing, publishing, approval, and distribution of changes to existing wing plans. The work requires skill in training all tenant units as required; Knowledge of various command entities and structures and other military services involved in overall planning and execution of operations and evaluations; of local community structure, and ability to apply local laws, and understand their impact on integration decisions; and of the relationships of the various DoD/Joint and combined air and ground forces entities involved in the overall planning and execution of military operations and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of planning concepts, principles, and the relationships of the various entities involved in overall planning and execution of military operations and assessments; to include developing/conducting programs and evaluations to meet requirements and objectives with available resources.
2. Knowledge of include a wide range of qualitative and/or quantitative methods to participate in the assessment and development of multifaceted plans and programs.
3. Knowledge of Operational Security (OPSEC) concepts, principles, and requirements.
4. Skill in analyzing, planning, and adjusting work operations to meet mission requirements and objectives with available resources; and in analyzing reports to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations.
5. Ability to plan, organize, and negotiate effectively with senior leaders, specialists and management to accept and implement recommendations where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing in order to prepare and present briefings; work in a professional manner with installation leadership, as well as with other DoD and/or Government agencies.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
