This position is open Internal to the following: Area I (NB) - Permanent (Tenure 1/2) T32 technicians of the MT Army National Guard (MTARNG), Area II (NB) - Indefinite (Tenure 3) MTARNG T32 technicians & permanent (Tenure 1/2) or Indefinite (Tenure 3) MTARNG T5 employees that are current military members of the MTARNG, & Area III (NB) - temporary (Tenure 0) T32 or T5 employees that are current military members of the MTARNG.

Duties

Help

Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.

Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office.

Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or directing various Army National Guard programs.

Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from higher headquarters.

Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. Selectee will be required to wear the military uniform.
  • This is an excepted service position that requires membership in the employing state's National Guard.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Appointments in the Title 32 MTNG technician program may terminate/suspend your military incentives; please see your MTNG Retention Office/Military Personnel Incentive Program Manager for details.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • External applicants must be able to start within 6 months of selection.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Enlisted E5/SGT - E9/CSM;
Warrant W1/WO1 - W5/CW5;
Officer O1/2LT - O5/LTC


GENERAL EXPERIENCE:
Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.

REQUIRED SPECIALIZED EXPERIENCE AND/OR EDUCATION
Must have one of the following:

A) 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

OR

B) A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

C) A combination of Specialized experience and Education equal to 100% of the requirements.

PLACEMENT STATUS/TENURE OF SELECTEE:

TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.

TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.

INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.

INDEFINITE APPOINTMENT - State National Guard Members (includes T32 NTE employees and MTNG members not currently a federal employee): This is an obligated position. Selectee will be appointed as an indefinite employee (tenure 3).
