Duties

Help
  • If selected at the GS-13 level, duties will be performed in a developmental capacity.
  • Analyzes pertinent topics to support mission requirements and regularly engages with stakeholders with senior officials inside/outside the agency to ensure alignment and communication of Agency and Directorate goals and objectives.
  • Responsible for complex special projects or recurring actions which encompass multiple functional areas with shared responsibilities that have agency-wide impact and require detailed analysis, development of plans, and extensive coordination.
  • Plans, manages, and coordinates tasks and processes aligned with strategic initiatives, including identifying areas of improvement and implementing innovative solutions.
  • Identifies risks and opportunities by assessing the internal and external HQ environment to synthesize the multiplicity of data into meaningful and actionable intelligence.
  • Prepares and maintains continuity of key documents and processes supporting policy and strategy decisions of the Directorate.

Qualifications

To qualify for a Operational Support Specialist (Management and Program Analyst), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-13:

  • Review and analyze administrative policies, precedents, procedures, accepted practices, and regulations which govern military and civilian operations support.
  • Plan, conduct, and document a variety of studies and reports that support management and mission-related issues.
  • Identify risks and opportunities by assessing the internal and external environment to synthesize the multiplicity of data into meaningful and actionable intelligence.
GS-14:
  • Develop and implement policies and procedures for operations support; foresee problems and perform independent studies designed to evaluate procedures/processes and records management.
  • Develop and recommend ways to improve the effectiveness, efficiency, and timeliness of operations.
  • Masterfully apply a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness and complex management processes and systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
