Summary

This position is located in the Department of Homeland Security, The Office of lntelligence and Analysis, Transparency and Oversight Program Office. The primary purpose of this position is providing senior-level policy and analytical support to the I&A Privacy and Intelligence Oversight Officer and to senior officials by assisting in the oversight of all DHS intelligence, counterintelligence and intelligence-related activities.

Duties

Help

As a Intelligence Operations Specialist, GS-0132-14, your typical work assignments may include:

  • Review reports and allegations from a variety of sources, which suggest questionable activities.
  • Ensure compliance with laws, regulations, policies and standards of propriety. Conduct rigorous evaluations of DHS organizations that engage in intelligence activities. Provide compliance assistance to all DHS personnel who are performing intelligence functions.
  • Evaluate procedural mechanisms established for the control and fusing of intelligence, counterintelligence, and law enforcement data. Interpret and apply various statutes addressing intelligence collection, processing and analysis.
  • Provide administrative and policy direction to further the mission and functions of the Privacy and Intelligence Oversight Branch (PIOB). Develop intelligence oversight (IO) training programs to personnel who are performing intelligence functions.
  • Skill in communicating both orally and in writing in order to formulate and present findings, briefings, and project papers. Coordinate DHS-wide IO efforts through frequent contact and interchanges of information with key managers. Collects and compiles information as required for transmittal to the President's Intelligence Advisory Board (PIAB), with its component Intelligence Oversight Board (IOB).

Qualifications

Specialized Experience
To qualify for the GS-14 level, you must possess the specialized experience equivalent to the GS-13 grade level in Federal service, or comparable experience not gained through Federal service (equivalent private/public sector experience) by having expert experience in:

  • Developing and issuing intelligence oversight policy and guidance to DHS intelligence components;
  • Conducting rigorous and independent evaluations of DHS organizations that engage in intelligence activities; developing Intelligence Oversight training programs;
  • Expert knowledge of homeland security intelligence and/or counterintelligence operations and processes; and
  • Mastery knowledge of the National Security Act of 1947, as amended; E.O. 12333, as amended; other authorities addressing intelligence collection, processing and analysis; Congressional IO procedures; DHS policy; and applicable case law.

Substitution of education in lieu of specialized experience may not be used for this grade level.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
