Salary: The salary range for this position includes Title 38 market pay. The final compensation within this range will be set based on a combination of factors including experience, clinical qualifications and level of responsibility of the position.

This position is located in the Office of the Chief Medical Office (OCMO), Operations Support Office (OS), United States Customs and Border Protection (CBP). The purpose of this position is to serve as the CBP Chief Medical Officer. The incumbent provides high level and sensitive advice and counsel to CBP executives, the DHS Chief Medical Officer, and other senior leadership on a variety of highly complex medical issues and key and emerging medical policy issues, priorities, and program direction of critical importance to CBP.

While serving as a Supervisory Physician (Chief Medical Officer), your duties will include:

  • Researching matters and providing executive leadership with recommended policy proposals and solutions;
  • Providing the Department of Homeland Security (DHS) and CBP with the application of professional medical knowledge and direction in national and strategic programs and initiatives provided by management to deal constructively with the escalating health and medical threats to aliens in custody of CBP;
  • Providing oversight for CBP's emergency medical services program (e.g., EMT, Advance EMT, paramedic, and austere medic);
  • Leading the overall medical, health and safety vision and direction for the organization and providing medical guidance to CBP executives; and
  • Identifying opportunities to collaborate and assess medical standards with Program Offices and other health delivery systems to achieve affordable outcomes.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

1. Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

2. Licensure: Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy of current, active, full, and unrestricted license or registration as a Physician must be provided at the time of application.

3. Graduate Training Requirements:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

4. Graduate Training: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

5. Experience:
You qualify for the GP-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Providing medical oversight, expertise, and leadership to ensure the delivery of cost efficient and operationally sound health and medical services;
  • Developing and implementing innovative strategic programs in collaboration with strategic business partners; and
  • Leading and implementing the medical direction for the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Leadership Training: All newly appointed GP-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.

Security Clearance: You may be required to obtain and maintain a Secret or higher-level clearance for this position.

  • Knowledge and skills in policy development, planning, program management, and oversight of organizational-level operational medical support programs for a large organization, and the ability to apply that expertise in operational medicine support efforts, including supervision of remote and decentralized systems of care.
  • Knowledge and skills in disaster and public health emergency and pandemic planning, preparedness, and response efforts, possessing mastery of critical thinking, analytical tools, and regulatory and policy knowledge necessary to make complex decisions and recommendations intended to inform CBP's pursuit of strategic solutions with various internal and external stakeholders to ensure that there is a unified and integrated approach that enhances integration with existing and planned CBP solutions, and thus mitigate risks to CBP's mission.
  • Knowledge and ability to provide expert operational medical support consultation and coordination with agency leadership, scientists and operational experts. Expert skill in representing organizational priorities and requirements with top government officials and building partnerships to advance and enhance CBP medical support efforts, including the ability to plan, organize and direct teams and special project efforts across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are established and to ensure that mission requirements are accomplished in a timely manner.
  • Skills in oral and written communications skills to effectively communicate and grasp conceptual ideas and exercise original thought where there is an established time limit for deliberation, consultation and evaluation, and to present well-considered and sound suggestions.
