Duties

Help

  • DUTY 1: Serves as directorate expert on software, hardware, and network architecture technologies to establish long-range plans and strategies for the development or acquisition of IT and communications systems.
  • DUTY 2: Plans, organizes, coordinates, and manages acquisition of information technology (IT) assets. As a senior IT Specialist, performs oversight of the acquisition, development, and implementation of new or modified information systems, subsystems, or equipment items to meet cost, schedule, performance, and supportability criteria.
  • DUTY 3: Administers and guides database operations. Analyzes organizational usage of existing database programs to develop a comprehensive assessment of data management requirements. Assures the efficiency of operation, testing, and maintenance of large, complex database programs.
  • DUTY 4: Performs as a seniors technical advisor to functional users. Provides technical assistance to organization and installation IT users, as well as, less experienced IT analysts during all phases of the standard life cycle of assigned systems.

  • The employee will be required to obtain and maintain an appropriate security clearance, including Information Assurance (IA) Certification. Failure to receive proper IA certification may result in removal from this position.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A).

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower payband (NH-02), equivalent next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes conducting or assisting in the analyses and comprehensive Software License Management (SLM) of an organization and providing basic SLM operations capabilities to improve mission effectiveness, resource efficiency and resource savings; helped with the responsibility for IT software license management and for implementing downward directed IT software assets, development of IT asset utilization forecast, budget and acquisition plans; assisted in the planning and execution of all activities related to the deployment of assets, assistance to supporting contracting officers in development of an acquisition strategy for asset maintenance contracts, comprehensive annual review and inventory of assets under management and consolidation standardization recommendations.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, principles, policies, and practices of systems acquisition, program management and wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and safety and security regulations, practices, procedures, methods, and principles.
2. Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
3. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
4. Knowledge of design tools, methods, and techniques, as well as, life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
5. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
6. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
7. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
