Summary:

The primary purpose of this position is: To serve as Lead Airspace and Range Scheduler, Joint Okinawa Scheduling Cell, responsible for managing scheduling and operational training programs in support of 18 WG, which supports joint-service and coalition full spectrum military exercises, training programs, and activities ranging from large-scale, major joint exercises employing land, maritime, and aviation forces in integrated scenarios to small exercises and training activities conducted at unit level. Integrates 18 WG and other designated program training and exercise requirements into the Joint Okinawa Training Range Complex (JOTRC) to optimize airspace and range use, de-confliction, while complying with applicable regulations.

Duties:

  1. Effectively conducts program planning process to satisfy training program requirements.
  2. Serves as technical liaison for evaluation of training requests from 18 WG, joint service, and coalition airspace and range users to conduct exercise/training operations in the JOTRC.
  3. Serves as the primary point of contact among training program representative, 18 WG, DoD, coalition, and other USG and industry resource offices for assigned programs.
  4. Serves as operational training manager for program execution for assigned projects which will include joint training, special access projects, large- and small-scale joint exercises consisting of ground maneuver, weapons training, airborne events, UAS activity, and special operations in support of 18 WG.

  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • The work may require the employee to drive a military motor vehicle. An appropriate, valid military driver’s license may be required for the position.
  • Temporary duty (TDY) travel to coordinate exercise/training plans, attend conferences, and participate in related program activities is required.
  • Incumbent may be required to quickly respond to short-notice mission requirements at night and on weekends within two to three hours after official notification.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Qualifications:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of FAA, DoD, USAF, and 18 WG range management, program management, financial management, and other applicable regulations and instructions and how to apply these regulations and instructions to the management of training and operational support programs with the goal of providing training program cohesive integration; knowledge of advanced program management and joint operating concepts, principles, and practices in the areas of military exercise/training activities and ability to apply such knowledge to the effective conduct of both large and small scale joint and bilateral operations exercise/training operations with versatility, judgment, and perception; knowledge of the application of analytical and evaluative methods and techniques to manage complex exercise/training programs to ensure that unit objectives are considered in planning, executing, and reviewing exercise/test operations and that participating unit goals are met; ample understanding of training program requirements with respect to integration; familiarity with UAV, fixed and rotary wing aircraft operations, weapons, and weapon subsystem employment and major exercise procedures are required; broad knowledge of the operations, practices and policies regarding land space, water areas, airspace, instrumentation, databases, logistics support, resources, and technical support; experienced comprehension of operational and training operations, safety restrictions, munitions hazard footprints, frequency requirements, environmental restrictions, profile management, range control procedures, O&M functions, military exercise requirements, military aircraft operations, weapons, and weapon subsystem employment with the ability to provide technical analysis and recommended courses of action; knowledge of policies, workload capacity, technical capability, and available resources to plan and execute a wide array of exercise/training programs and optimize utilization of resources; thorough knowledge of Agency programs, financial, operational databases to include Data Collection and Scheduling Tool (DCAST), Range Facility Management and Scheduling System (RFMSS), and the Long Range Forecast; and knowledge of exercise planning procedures and methods of operating with operational joint service military commands and other government agencies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of broad ranging operational training concepts, principles, practices, and extensive familiarity with Joint Okinawa Training Range Complex (JOTRC) support disciplines and architecture or equivalent to perform large and complex projects.
  2. Knowledge of JOTRC operations or equivalent, joint service, and coalition force training requirements. Knowledge of aviation program planning cycles, mission scheduling processes, JOTRC airspace and range policies, procedures, and infrastructure or equivalent. Knowledge of safety and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to skillfully accomplish assigned functions.
  4. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a wide variety of situations and implement timely and economical solutions.
  5. Ability to communicate expertly, both orally and in writing, concisely, and with technical accuracy. Able to establish effective working relationships with others.
  6. Ability to plan, organize work, manage and coordinate with other disciplines to conduct knowledgeable project execution, complex joint training projects, and selected special access programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
