This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located in Memphis, TN in the Operations Division, Physical Support Branch, Plant Section, Metals Unit. You will serve as a leader of welders and metal worker welders in accomplishing trades and labor work.

Duties

Help
  • Monitors and reports on status of team members.
  • Investigates causes of critical or major defects and assures corrective action is taken.
  • Train and instruct employees on proper weld processes, procedures and techniques
  • Maintains inspection program for area of responsibility and administrative reference materials.
  • Performs visual, dye penetrant, mag particle, and Ultrasonic Testing (UT) inspection of welds on various weldments ranging from pipe to hull plating.
  • Prepares reports and records relative to inspection results along with recommendations.
  • Inspects fabricated items for compliance with drawings and procedures. Inspects all types of welding processes on fabricated items and assemblies for proper build up and application of materials.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess a Certified Welding Inspector (CWI) license prior to employment and maintain thereafter.
  • Must successfully pass pre-employment weld testing to obtain SMAW 6G (6010 root 7018 fill and cap) weld certification and maintain certification thereafter.
  • Must successfully pass pre-employment weld testing to obtain 3G/4G FCAW (unlimited thickness) weld certification and maintain certification thereafter.
  • Must possess a valid state issued vehicle driver’s license prior to employment and maintain thereafter.
  • Must obtain and/or maintain within 12 months of being hired: -- forklift operator’s license -- scissor lift operator’s license -- aerial boom lift operator’s license -- overhead crane operator’s license
  • Various protective devices such as safety shoes and glasses, gloves, respirators, and hard hats must be used.
  • This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis. See additional information section
  • Position requires participation in DoD medical surveillance program.
  • Position requires participation in and compliance with the Respiratory Protection Program.
  • Requires some travel at approximately 30% and employee may be required to serve up to 3 to 4months continuous deployments per season. This could entail working away from home, on the river or other places for 3 to 4 months straight year after year.

In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to lead or supervise as a(n) WELDER INSPECTOR LEADER (MVO/FLO). Ability to performvariety of fabrication, weldments, and welding processes. I can perform welding and fabrication duties and operate motor vehicles, forklifts, and overhead gantry cranes. - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: The work involves standing, walking, stooping, climbing and crawling. Work may be performed in an awkward or cramped positions. Incumbent frequently handles, lifts, or carries parts or equipment that weighs up to 50 pounds. Occasionally may lift and carry items weighing more.
  • Working Conditions: Works inside and outside subject to injury from lifting, operating machines and using miscellaneous tools. Is exposed to abnormal noise; inclement weather; burns from electric arc, gas torches and molten metal; changing temperatures; and fumes. Danger to the eyes is present from metal chips, electric arc, rust and dust. Is also subject to danger of explosive gases.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Must successfully pass pre-employment metal worker skills test.
  • This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
