Help
  • Plan, direct, coordinate, and review all surveying operations in support of complex engineering design, planning, and monitoring efforts, in support of Real Estate Division, Engineering-Construction Division, and Operations Division functions.
  • Work is accomplished through the utilization of in-house personnel and through administration of professional architect-engineer survey contracts.
  • Direct or participates in periodic surveys to determine the extent and magnitude of any vertical and/or horizontal movement of various structural features to forecast possible structural failures.
  • Serve as the District field monumentation surveyor/coordinator during the design and installation of new monumentation and revision or repair of old.
  • Coordinate work with engineering personnel involved in data reduction and other phases of monumentation work to ensure continuity and efficiency of the integrated system (reference monuments, alignment plugs, surface movement monuments, etc.).
  • Serve as expert on boundary line locations.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50 lbs or more. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Land Surveyor:
Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described as above, plus appropriate experience or additional education.
OR
Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes applying land surveying knowledge, concepts, principles and techniques to conduct surveys involving land and real estate (cadastral), engineering (design, construction, and site location), geodetic (horizontal and vertical control), and/or ultra-precise dam alignment surveys; utilizing state of the art surveying techniques; and utilizing Global Positioning System (GPS) technology to conduct surveys. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described in above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes serving as a professional land surveyor conducting difficult survey projects and applying complex surveying mathematics, physical sciences and techniques including the use of Global Positioning System (GPS) technology; performing cadastral, stereo photogrammetric, hydrographic, and topographical surveys; assigning individual work on advanced surveying/GIS problems, and include responsibility for coordinating or monitoring survey, GIS, and field work that includes a number of components, phases, and professional disciplines, and technical management of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination is required at the GS-12 level. YOU MUST SUBMIT A COPY OF YOUR REGISTRATION/ LICENSE.
