Duties

Help
  • You will serve as a Senior Contract Specialist responsible for pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. Army Corps of Engineers.
  • Duties include but not limited to:
  • Manage all aspects of contract management which frequently require special handling or other specialized terms and conditions.
  • Execute any or all procurement phases of the projects to which assigned, from complete procurement planning to final award and postaward administration of the resultant contracts.
  • Act as an independent contracting officer with potentially up to unlimited authority to obligate the government.
  • Interface with senior leadership within the U.S. Army Corps of Engineers and as well as within other federal agencies.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Business Travel (TDY) up to 25%.
  • Obtain and Maintain a current and valid state driver's license.
  • Financial Disclosure Statement (OGE-450) is required upon entry on duty and thereafter annually.
  • This is a Defense Acquisition Workforce (AWF) position.
  • Obtain and Maintain Contracting Officer Class III Warrant within 24 months of entrance on duty.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 24 months of entrance on duty.
  • One-year Probationary Period may be required.

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist:Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
Specialized experience is defined as performing one of the following duties: 1) Performing pre-award functions (such as analyzing contractor proposals, supporting documentation, and developing special contracting language) for federal contracts in construction, supplies or services. OR 2) Performing post-award contracting work (such as preparation of requests for price proposal letters, performance of all required audits, issuance of delivery orders, and preparation of modifications). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
