This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis, Directorate of Technology and Data Services, Data Analytics and Information Sharing Division (DAI).

The primary purpose of this position is to interpret data to address complex and consequential Homeland Security-related challenges with partners in I&A, the DHS enterprise, and the Intelligence Community.

Duties

Help

As a Data Scientist, GS-1560-14, your typical work assignments may include:

  • Serves as principal consultant for data analysis utilizing statistical techniques while leveraging machine learning and artificial intelligence to speed analytical process and analyze the data to identify patterns and trends and interpret the data to discover solutions and opportunities.
  • Identifies and evaluates new technology solutions for improving the collection and use of data.
  • Responsible for managing data exchange development, metadata standards and compatibility with emerging web data standards
  • Collaborates with data stakeholders across levels, including leadership within and across DHS, other federal agencies, and industry leaders on databases, data warehouse, and data lakes to ensure analytical utility of data in various applications.
  • Serves as a liaison to the public and private Data Analysis Communities, as the Consultant for Technical Expertise, and provides expertise on all new major data-related or data-intensive and statistical initiatives.

Individual Occupational Requirement
This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience.

Basic Requirements

  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Specialized Experience
You qualify for the GS-14 grade level if you possess the specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as:
  • Engaging with customers and stakeholders to ensure their equities are properly considered.
  • Using programming skills, statistics, machine learning, artificial intelligence, data visualization and critical thinking skills--individually and as part of a team--to speed analytical process and analyze data to identify patterns and trends and interpret data to discover solutions and opportunities.
  • Monitoring data science project status (progress and performance) through formal and informal means to evaluate progress toward project objectives.
  • Communicating, both verbally and in writing, complex technical information in a clear, concise manner that is targeted to and meets the needs of both technical and non-technical audiences alike.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
