Duties

Help

  1. Develop and administer the Safety & Occupational Health program for Randolph AFB.
  2. Review purchase request, statements of work, performance work statements, accident prevention plans, and site safety and health plans for inclusion of safety and health requirements.
  3. Perform and assist in accident investigations, prepare formal reports, and maintain records.
  4. Review engineering plans and drawings for new building construction, alterations and renovations.
  5. Provide safety advisory services to the commander, directors, division chiefs, and supervisors on technical directives, safety criteria, and operational techniques.
  6. Perform planning and scheduling safety education programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0018, Safety and Occupational Health Specialist Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position is a developmental (GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes: experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; and developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.

EDUCATION:
Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION:
Applicants must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, in a field of study as listed above, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in identifying, evaluating, and controlling a wide variety of industrial hazards (safety, chemical, physical, biological, work organization, and ergonomic), related to the maintenance, repair, and overhaul of aircraft and components.
  2. Knowledge and skill sufficient to perform root cause analysis; cause and effect analysis; failure mode and effect analysis; and fault tree analysis tools in determining root cause of management deficiencies, accidents, and safety violations.
  3. Practical knowledge of occupational factors sufficient to evaluate the relationship of an individual to the working environment and to motivate the employee to perform work in a safe manner (e.g., wear appropriate personal protective equipment; follow safety directives applicable to the task; and operate equipment according to manufacturers or locally established guidelines).
  4. Knowledge of Occupational Safety and Health Administration (OSHA) General Industry and Construction Industry Regulations and Standards sufficient to evaluate proposed new construction, modification, or renovation projects against established safety criteria to identify omissions and potential hazards.
  5. Knowledge and skill sufficient to modify or depart from standard techniques in devising specialized operating practices concerns with accomplishing project safety and occupational health objectives.
PHYSICAL DEMANDS: The work requires regular and recurring physical exertion related to frequent inspections of workplaces, storage areas, aircraft hangers, construction sites, roofs, crawl spaces, and pits requiring prolonged standing and considerable walking, climbing,
bending, crouching or kneeling, stretching, reaching, and similar movements. The work may require some degree of agility and dexterity when inspecting, construction sites, dust collection systems, and aircraft fixtures.

WORK ENVIRONMENT: The work involves regular and recurrent exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, physical stresses, high noise levels, adverse weather conditions, and high temperatures. Personal protective clothing and equipment may be needed, including hard hats, gloves, earmuffs or plugs, glasses or goggles, Tyvek suit, gloves and respirator.
